Description

Background

RefugePoint has long been a leader in what has come to be known as third country solutions (3CS) for refugees.

At our flagship office in Nairobi, Kenya, RefugePoint has a resettlement program dating back to 2005 through which we make direct resettlement submissions to multiple destination countries; RefugePoint was among the first NGO partners to engage in identification and referral of refugees for economic mobility; and we are developing a pilot program to support eligible refugees to access family reunion pathways. In addition, as one of UNHCR’s main deployment partners, RefugePoint has over 50 staff working in approximately 25 countries throughout Africa, the Middle East, and elsewhere. Their primary focus is resettlement, though a growing number of them specialize in complementary pathways, especially family reunification.

RefugePoint applies the learning from this casework with refugees in a range of global policy and advocacy settings. We routinely play a central role in the Annual Tripartite Consultations on Resettlement. We are leaders in both the Global Task Force on Labor Mobility and the global Family Reunification Network and its Advisory Group. We are technical advisors on a new multiyear project in Europe to grow complementary pathways linked to community sponsorship. We’re co-conveners of the Third Country Solutions Identification and Referral Network (TIRN), an informal discussion group amongst NGO leaders aiming to foster NGO engagement in identification and referral of refugees for third country solutions. And we have just begun a new project, with consortium partners, to support NGOs to make direct resettlement submissions to the United States Refugee Admissions Program (USRAP). In all of these activities, we stress the importance of preserving the humanitarian nature of resettlement, even as we work to grow other, new pathways to third country solutions.

 

Purpose of Position

RefugePoint’s 3CS programs have grown and evolved tremendously in the recent past. The Director of Third Country solutions, a new position, will be responsible for unifying these programs under a single, coherent, strategic vision and structure to ensure that RefugePoint is able to continue playing a leading role in refugee third country solutions for years to come.

The position is a part of RefugePoint’s headquarters in Boston, MA, USA, though may work remotely. It reports to the Chief Program Officer and supervises several positions responsible for managing RefugePoint’s various programs related to third country solutions. It is a member of the agency’s Executive Management Team.

 

Primary Areas of Responsibility

  • In conjunction with the Chief Program Officer and others, set RefugePoint’s long-term goals and objectives related to 3CS as well as the strategy and tactics to achieve them.
  • Lead RefugePoint’s annual and multi-year planning with regard to 3CS, ensuring an inclusive process linking input from program staff with the agency’s overarching long-term goals.
  • Constantly review the 3CS landscape for new opportunities and challenges and make recommendations for how to adapt existing plans to meet them.
  • Represent RefugePoint (or delegate to the appropriate technical staff person) in various external policy and advocacy fora, including the Annual Tripartite Consultations on Resettlement and its Working Group(s); the ATCR Reform Committee; the various networks and task forces for complementary pathways; TIRN; etc.
  • Present at national, regional, and international events related to 3CS, both in person and virtually.
  • Manage and support the agency staff responsible for implementing programs related to 3CS, including regular supervisory meetings, routine performance reviews, and more.
  • In collaboration with program staff, develop a standardized approach to onboarding and orienting new 3CS staff.
  • Foster a cohesive sense of shared identity across the agency’s 3CS staff working on different projects in different locations.
  • Institutionalize the production of a RefugePoint report advocating for equitable access to 3CS, along the lines of our previous report on Preserving the Humanitarian Nature of Resettlement.
  • In accordance with RefugePoint’s values, incorporate principles related to anti-racism and anti-colonialism into 3CS programs and related activities and develop ways to apply RefugePoint’s refugee-centered principles in 3CS programming.
  • Participate actively, and occasionally lead, regular internal discussions including the Programs Management Team, the Executive Management Team, and more.
  • Together with the Associate Director for Monitoring, Evaluation, & Learning, develop routine systems for reviewing progress against planned activities and updating dashboards.
  • In conjunction with the Chief Finance Officer and others, ensure sound financial management of all budgets related to 3CS programming
  • In conjunction with the Chief Development Officer and others, ensure needed coordination between 3CS staff and development staff for project proposals, donor reports, social media, statistics, and more, including regularly contributing 3CS content to RefugePoint written materials as appropriate.

 

Qualifications

  • University degree in a related field, and a minimum of at least 6 years of experience working on 3CS systems in countries of asylum, and at least 4 years of manager, coordinator, or other senior-level supervisory experience.
  • Proven ability to manage a complex, multi-program portfolio.
  • Excellent diplomatic and interpersonal skills.
  • Excellent English language communication skills (reading, writing, speaking, listening).
  • Excellent public speaking skills.
  • Ability to travel approximately 10-15% of work time.

Compensation:
