Description

This position will be based in Washington D.C. and will require a minimum of 3 days in the office. This position will report to the President & CEO and will be a key member of our Senior Leadership team.

POSITION SUMMARY: 

 

The Senior Vice President for Public Policy is responsible for developing and leading the overall strategy for public policy, legislative, administrative and advocacy agenda. This includes development of LeadingAge’s public policy agenda and overseeing the successful execution of our legislative and regulatory agenda. This individual oversees the development of public policy positions based on the Board approved public policy agenda and collaborates with state partners to employ strategies to advance LeadingAge’s policy agenda through Congress and the Executive Branch. The Senior Vice President ensures thoughtful analysis of policy options and direction and activates the membership to achieve the LeadingAge agenda through grassroots efforts. This individual exercises a leadership role on senior staff and among the membership constituencies of the Association. The Senior Vice President is a principal spokesperson for the Association’s public policy positions and is a representative of the policy agenda to other organizations and coalitions concerned with policy issues affecting the LeadingAge membership, advancing our mission to be the trusted voice for aging.

 

IN SUPPORT OF KEY ORGANIZATIONAL STRATEGY:

 

This individual is responsible for developing the policy agenda based on major issues as defined by the LeadingAge Board of Directors and advancing LeadingAge’s short term and long-term advocacy strategy, focused in particular around the priorities articulated in the strategic plan. This individual leads the policy team to advance public policies that enable members to provide quality care, housing, services and support to residents and clients.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

 

  • In coordination with the President & CEO and other members of the Senior Leadership team, contributes to the organization’s strategic vision, thought leadership strategy and brand messaging to elevate and heighten awareness of the LeadingAge value proposition.
  • Partners with other leaders to advance LeadingAge strategic initiatives.
  • Leads development of public policy agenda including annual objectives and positions in consultation with LeadingAge membership, governance bodies and state executives.
  • Maintains knowledge of key issues impacting LeadingAge members in health care, housing and community services.
  • Sets long term plans and annual goals that maximize available resources (human and financial) Reports progress against those goals on a quarterly basis.
  • Oversees staff teams focused on long-term services & support, regulatory affairs, and policy analysis, ensuring strategies are executed, including involving members through grassroots engagement.
  • Contributes to LeadingAge member engagement through participation in Advisory Groups, task forces and other leadership opportunities. Represents or ensures representation on government task forces, coalitions, and work groups of other relevant organizations, as determined by the President & CEO.
  • Works with state associations to collaborate on policy development, priority setting and strategy. Troubleshoots state and local issues that are likely to have national repercussions and work with policy team and others to formulate solutions.
  • Develops relationship plans with other organizations and coalitions concerned with policy issues.
  • Fosters strong culture of teamwork among public policy and advocacy staff and other staff teams at LeadingAge to accomplish LeadingAge’s strategic goals and work plans.
  • Educates LeadingAge members and external stakeholders about the Association’s public policy priorities through written and oral presentations.
  • Prepares and manages the Public Policy Division’s annual budget, ensuring alignment between program needs and resources to support effective advancement of LeaingAge’s mission, vision and strategic goals.
  • In partnership with other teams, ensures policy team fully participates in contributing to LeadingAge educational agenda, website, data collection about member engagement and other communication channels.

QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED

 

  • Master’s degree or an equivalent combination of education and experience required; advanced degree in public administration, public health, law, nursing or related field desired; plus a minimum of 15 years’ experience working in one of the following areas or a combination of experience in these areas: provider organization, university, congressional office/committee; federal agency; government affairs department of a public interest group, membership or trade association.  Professional experience related to aging, long-term care, housing, and health care financing is essential.
  • Knowledge of federal regulatory processes; broad understanding of legal and regulatory issues affecting the range of providers of long term services and supports.
  • Knowledge of and experience with employing grassroots as a strategic asset.
  • Demonstrated leadership skills to include the ability to lead, mentor and direct staff to accomplish division and organizational goals.

  • Highly effective communications and presentation skills to include the ability to make effective and persuasive speeches to members, senior government officials, board members, and the public.

  • Ability to communicate information and ideas so others will understand.
  • Ability to communicate to large gatherings
  • Ability to learn/translate/refer to large amounts of technical material and produce written communications such as, but not limited to, training materials.
  • Ability to travel to external meetings both locally and nationally, including periodic overnight travel.
  • Normal work requires frequent use telephone and computer (monitor, keyboard, mouse).
  • Ability to be move about at Annual Meeting; Leadership Summit Conference; and other meetings and events.
  • May be required to move about frequently in the office to access file cabinets, office equipment, attend meetings, etc.
  • May require standing/sitting for prolonged periods of time during meetings and conferences.
