The National Association of Community Health Centers (NACHC) is the national membership organization for federally qualified health centers (also known as FQHCs or health centers). Health centers are federally-funded or federally-supported nonprofit, community-directed provider clinics that serve as the health home for over 28 million people, including 1 in 5 Medicaid beneficiaries and 1 in 3 people living in poverty nationwide. It is the collective mission and mandate of over 1,400 health centers around the country to provide access to high-quality, cost-effective primary and preventative medical care as well as dental, behavioral health, and pharmacy services and other “enabling” or support services that facilitate access to care to individuals and families located in medically underserved areas.

Position Summary

The Public Health Priorities Division supports health centers, Primary Care Associations (PCAs) and Health Center Controlled Networks (HCCNs)bin forging alliances with national and state public health agencies to address population health issues impacting health center patients.  The Division's focus is on social drivers of health, environmental/climate impacts, and developing innovative care models aimed at eliminating health disparities and achieving health equity.

The Program Manager, Public Health Priorities is a full-time, Alexandria, Virginia-based position. This individual will work closely with the Senior Vice President of Public Health Priorities to plan, administer, and execute key activities for a national, multi-partner initiative to help health centers develop and implement data-driven strategies for documenting and addressing patient environmental hazards. The Public Health Priorities Program Manager will be responsible for providing resource development and support to health centers, primary care associations and health center controlled networks in the detection and alleviation of unhealthful conditions impacting patient health associated with water supply; chemical and pesticide exposures; and air quality.  In carrying out this work, she/he will play a major role in building organizational and community capacity to improve population health.

Essential Functions:

  • Identify and promulgate models of collaboration and resource sharing between CHCs and state/local public health.
  • Partner with the Informatics team in the Clinical Affairs Division on processes for CHC data integration for public health disease surveillance.
  • Support health centers in determining environmental hazards and engagement with local, regional, and state preparedness and response planning.
  • Partnering across NACHC on developing person-centered resources for climate change resilience, disaster response and long-term recovery efforts.
  • Identify and promulgate models for health centers health center participation in sustainable nutrition programs including community gardens, gleaning programs, food co-ops, etc.
  • Establish partnerships with public health and environmental justice organizations at the national level and facilitate relationships at the state level.
  • Identify and promulgate models for health centers to use citizen epidemiologists to survey air and water quality issues of their communities.
  • Develop resources for health centers to aid patients and communities in well water testing.
  • Develop education, cost/benefit analysis and financing resources for health centers to implement solar power/battery backup for electricity generation and resilience during emergencies.
  • Co-develop, manage, and execute high impact learning and peer engagement opportunities for stakeholders at the local, state, regional, and national levels, such as in-person trainings, webinars, learning collaboratives, virtual office hours, and conference educational sessions.
  • Design, write, and disseminate innovative and visually appealing training resources, such as toolkit chapters, well-researched case studies, and other materials.
  • Provide technical assistance to Primary Care Association and Health Center Controlled Network staff, health centers, on public health and environmental justice issues.
  • Communicate project impact and stakeholder needs by authoring or co-authoring blogs, briefs, reports, fact sheets, infographics, and/or other data-driven resources targeting a wide-range of audiences. Responsibilities include developing concepts, key messages, and crafting supportive evidence.
  • Plan for and oversee external communications and dissemination activities to engage external audiences, such as e-newsletters, social media, et This also includes contributing to the development of a project website to share information and engage stakeholders. Facilitate shared learning among stakeholders through online and other tools, particularly forthose engaged in learning collaboratives.  Includes monitoring online forums and stimulating peer to peer interactions.
  • Manage training and project evaluation activities, such as contributing to the development of assessments and surveys, administering evaluations, and analyzing results to inform future activities.
  • Contribute to planning future activities and the development of grant applications.
  • Respond to external requests for information.
  • Other projects and tasks as assigned.
  • Occasional travel.

Minimum Qualifications:

  • 3-5 years of relevant work experience, or a master’s degree in a related field with 3-5 years relevant work experience.
  • Strong written and oral communication skills. Experience synthesizing complex issues and crafting training, communication, and data-driven resources for different audiences, including communities, policymakers, academics, and others.
  • Strong time-management and organizational skills. Ability to accomplish multiple short- and long-term work activities independently, under tight deadlines, and in collaboration with team members and stakeholders.
  • Ability to evaluate and demonstrate project effectiveness
  • Detail-oriented, self-motivated, and able to juggle multiple tasks in a fast-paced, team- oriented environment.
  • Experience applying creative problem solving and analytic skills to demonstrate impacts and answer critical research questions.
  • Deep interest in community health improvement and health equity.
  • Proficiency in Microsoft Office tools.
  • Bilingual a plus but not a requirement.
