Salary:  $55,000 to 60,00.00

Benefits:  90% employer paid medical, dental, and vision insurance, and PTO. 

Hours: M-F, 9:00 am – 5:00 pm and may include evening and weekend hours. Telework until further notice.

Position Overview  

If you are interested in being a part of the exciting work of building an emerging non-profit that serves the Samoan and Pacific Islander community in Portland metro, Medford, The Dalles and other communities in the state of Oregon, this job may be of interest to you. SPDC is looking for a self-motivated, compassionate, results-driven, and culturally responsive team player to join our staff and contribute to the dynamic work of building and serving the Samoan and Pacific Islander community. Working closely with the Executive Director, the Operations & Program Manager will  contribute to the development of the organization’s   operations, financial management and personnel systems, and join a professional, team-oriented and Pacific Islander focused nonprofit. The successful candidate will also contribute to imparting systemic change by advocating for social justice, equity, and resources to address systemic neglect that has perpetuated social disparities across generations of Pacific Islanders in Oregon. ESSENTIAL DUTIES AND RESPONSIBILITIES

Administration & Finance

  • Work with the executive director to develop and implement standard operating procedures and internal controls, and work with the bookkeeper/accountant to ensure the maintenance of appropriate financial records, and preparation of required financial reports. 
  • Assist the executive director to oversee personnel and to ensure the organization is efficiently organized to comply with human resource processes and requirements, in accordance with legal regulations. 
  • Aid in the formation and implementation of personnel policies and programs; taking into account state and federal changes in personnel administration, and payroll taxation requirements. 
  • Maintain up-to-date organization documents as required by law and communicate with the executive director to ensure annual review of such documents and processes.
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and provide recommendations.
  • Participates and supports outreach, and planning of program events.   
  • Provide coverage for the executive director and perform other duties as assigned.  

Program  Related

  • Assist the executive director to oversee grants and programs and be part of the internal grant review team.
  • Lead and/or oversee program teams and contribute to strategic planning. 

MINIMUM QUALIFICATIONS

  • A master’s degree in business or public administration or a closely related field and at least 3 years of experience in administrative, fiscal management, or operations, preferably at supervisory level. 
  • A bachelor's degree in business or public administration or related area with 5 to 7 years of experience in administrative, fiscal management, or operations can replace the master’s degree and experience qualification. 
  • Knowledge of and experience working with Samoan communities and other Pacific Islander groups. 
  • Strong communications skills: writing and speaking in English
  • Comfortable speaking and interacting with Samoan and Pacific Islander community leaders and members.
  • Commitment to SPDC’s mission, vision, and values; grounded in Samoan and Pacific Islander cultural values while working to advance equity, social justice, and systems changes.    
  • Professional, culturally responsive and compassionate about Pacific Islander community building, team player and ability to self-direct.  
  • Ability to prioritize, strong organizational skills, learn quickly and embrace the challenges that come with building a new organization. 
  • Proficiency with computer technology, Microsoft Suite, or other software applications. 

DESIRED QUALIFICATIONS

  • A master’s degree in business or public administration and 3 years of experience in financial  and operations management. 
  • Bilingual in Samoan and English, both verbal and written communication of various formats.
  • Familiar with research on the challenges facing the Pacific Islander community in the U.S. 
  • Knowledge of best practices in diversity, equity and inclusion work.    
  • Experience in community work and strategic planning.  

This is a grant-funded position and length of employment is dependent on secured funding.
