Description

Jamestown S'Klallam Tribe's Accounting department is searching for a full-time, benefited, Grant & Contract Specialist to join their collaborative team!

The Grant and Contract Specialist, under the supervision of the Tribal Finance Director, will be responsible for grants administration and contract management for Jamestown S'Klallam Tribe (JST). This position will ensure quality control of grant applications, reporting compliance, timely activations closeouts, and work with Department Directors and Project Leads to fulfill administrative grant and contract requirements.

Essential Functions

  • Maintain JSTs Grants Management System (GMS) including:
  • Ensure all grants and contracts maintained in the system along with complete supporting award documentation and are assigned a proper program and project code.
  • All budgets are collected from department staff, approve grant documents, and ensures entry into the financial system
  • All compliance, financial, performance reporting requirements input into GMS by creating related tasks for the entire life of each grant.
  • Responsible for full life cycle of federal and non-federal grant management, ensuring compliance with relevant standards and regulations.
  • May assist Department Directors on aspects of the grant applications to include identification of unmet needs, outlining of the scope of the project, creation of detailed work plans.
  • Diligent financial management (working with departments on ensuring funds are spent within the grant period, reporting balances and expenditure detail, requesting cost transfers, etc.). Ensure financial information in GMS is balanced and ties to accounting records.
  • Hold regular grant budget meetings with project leads, in coordination with Tribal Finance Director.
  • Timely setup of new grants using the grant activation checklist; review all award notices and call out key billing and financial/progress reporting requirements for project leads and Tribal Finance Director.
  • Perform timely grant closeouts following internal and funding agency requirements. Using the grant closeout checklist, ensure all reports have been filed, payments received, closeout letter sent to the grantee (as applicable), award closed in the GMS, etc..
  • Create grant/contract compliance checklists and conduct periodic reviews, including the required HUD (NAHASDA) internal audit work, utilizing grant documents, OMB Uniform Guidance, HUD ONAP Program Guidance, and other relevant guidelines and regulations as applicable.
  • Conduct the Tribes annual SAM.gov renewal before expiration. Administer other applicable organizational accounts required for grant funding.
  • Approve requisitions in the Tribes Microix system for all grant/contract expenditures ensuring compliance with grant/contract terms and allowability of costs.
  • In coordination with the Tribal Finance Director create a Subrecipient Monitoring Checklist; perform subrecipient monitoring functions using the checklist.
  • Evaluate all new vendors for debarment and suspension using third-party screening software
  • Assist staff in understanding grant/contract compliance requirements (Davis Bacon wages, match requirements, environmental requirements, grant/funding agency requirements for procurement, etc.).
  • Support the CFO and Tribal Finance Director in the annual Single Audit.
  • Adhere to all JST policies and procedures, including but not limited to, standards for safety and work practices as described in the Occupational Exposure Control Plan
  • Perform other duties as assigned.

Requirements

  • High School Diploma or equivalent
  • Either Bachelors Degree in Accounting, Finance, Business, or related field and two (2) years experience in grant/contract administration, public administration, or business administration, or five (5) years experience in grant/contract administration
  • Knowledge of the OMB Uniform Guidance
  • Computer proficiency in Microsoft Excel, Word, and Outlook, non-profit and/or governmental accounting software
  • Exceptional interpersonal skills including effective verbal and written communication
  • Ability to be flexible and assist other staff in completing duties and/or projects
  • Excellent organization skills and the ability to prioritize multiple tasks
  • Effective time management, decision-making, and problem-solving skills
  • Demonstrate initiative and work independently with little supervision
  • Ability to travel locally and regionally as assigned
  • Valid Drivers License
  • Must be able to successfully pass criminal background investigation
