A Compelling Executive Leadership Opportunity

The CEO of JASA, along with executive colleagues, seeks an experienced leader to manage critical cross-functional program teams and execute related strategies. The Chief Program Officer plays a key collaborative leadership role for establishing and managing JASA's programmatic teams across multiple sites and departments.  The CPO will work in collaboration with the CPO Congregate, Care, and Behavioral Services.  The successful candidate will have demonstrated strengths in one or more programmatic areas and also strong managerial experience and organizational development skills.  JASA is in an exciting period of enhancing its programs while managing its operational efficiency.  The ability of JASA’s program teams to develop and execute strategically, in an aligned way and in a fluid environment, will be critical to the organization’s ability to have impact.

 

Organizational Structure and Operations

JASA is overseen by a 26-member board of trustees.  The organization is mid-sized, with a planned 2022 operating budget of $110 million.  JASA's executive team, led by its CEO, includes a Chief Operations Officer, an additional Chief Program Officer, Chief Development Officer, a Chief Information Officer, and three Executive Directors (Housing, HR and Home Care). The Chief Programs Officers report to the CEO.

 

The Chief Program Officer Position

The chief program officers are senior executives who serve on JASA’s senior executive team. In collaboration with the CEO, senior executive team, trustees, and other staff, the CPOs will play a key role in (1) supporting a high-performing and inclusive  culture; (2) articulating and implementing the strategic directions of the agency; (3) overseeing the portfolio of programs across multiple sites and departments that fall within JASA Services; (4) evaluating the effectiveness of these programs; (5) helping to promote and diversify funding; and (6) providing mentoring and supervision to Services leadership staff.

 

Essential Functions and Responsibilities

Leadership, Staff Management and Organizational Strategy

  • Foster a climate consistent with JASA’s values focused on person-centered and innovative service delivery and the practice of cultural appreciation and humility
  • Develop a team-based approach to support an integrated focus on compliance and excellence in service delivery
  • Ensure that information and knowledge are shared among the Services team, identify and evaluate innovative strategies, and examine existing assumptions, practices, and quality metrics
  • Motivate and inspire staff to work collaboratively towards vision and goals, by clearly communicating agency vision, implementing yearly staff development plans, and mentoring
  • Play a key role in the overall development, strategic planning, service delivery, and management of the organization across multiple sites and departments
  • Establish annual program and staff goals and objectives and track results against them
  • Directly supervise respective portfolio directors, providing assistance and guidance on strategies to address program and staff performance challenges
  • Participate in the budget development process and maintain a high level of fiscal responsibility
  • Serve as liaison to key government agencies and other funders as appropriate
  • Represent JASA on relevant committees and task forces, as well as at speaking engagements, conference panels, and trainings
  • Support trustee committees and the board on portfolio-related issues

Portfolio Oversight and Evaluation

  • Oversee the coordination, integration, and delivery of all programs, contracts, and related services with an emphasis on promoting collaborative relationships among program areas and ensuring that the expectations of funders, partners, constituents, clients, and other stakeholders are consistently met
  • Respond to government and foundation requests for proposals and applications in partnership with development and senior staff
  • Work closely with the finance department to budget and monitor programmatic operations to ensure sound fiscal and system management
  • Ensure the qualitative and quantitative goals and outcomes of programs and services
  • Coordinate and analyze appropriate data to inform programmatic and operational decision making processes
  • Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff as appropriate
  • Deepen existing and create new performance and outcome measures
  • Analyze and assess programs based on data collected and implement corrective measures, if required
  • Additional responsibilities, as assigned

 

Qualifications/Experience

  • Master’s degree in Social Work, Public Policy, Business Administration, or related field
  • Ability to direct operations in a fluid and demanding service delivery environment
  • Passion for JASA’s mission and an ability to communicate this passion to others
  • Demonstrated experience managing a high-performing team in a multi-site structure to include professional development and mentorship
  • Comprehensive working knowledge of program planning, organizational structure, budgeting, administrative operations, and fundraising
  • Strong relationship builder with the ability find common ground, build consensus and strengthen collaboration among diverse stakeholders
  • Strong quantitative, analytic, and communication skills
  • Minimum 10 years of experience in management roles with P/L responsibility and multiple funding sources, likely in a public, non-profit, academic or health care environment
  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies
  • Demonstrated commitment to the values of diversity, inclusiveness, equity, and empowerment
