USAging Overview

USAging is the national association representing and supporting the network of Area Agencies on Aging and advocating for the Title VI Native American Aging Programs. Our members help older adults and people with disabilities throughout the United States live with optimal health, well-being, independence and dignity in their homes and communities.

Our members are the local leaders that develop, coordinate, and deliver a wide range of home and community-based services, including information and referral/assistance, case management, home-delivered and congregate meals, in-home services, caregiver supports, transportation, evidence-based health and wellness programs, long-term care ombudsman programs and more.

USAging is dedicated to supporting the success of our members through advancing public policy, sparking innovation, strengthening the capacity of our members, raising their visibility, and working to drive excellence in the fields of aging and home and community-based services.

Position Overview

The Director, Human Resources (HR) is a key player to fill out USAging’s Administration. The HR Director will work closely with the Chief Executive Officer and the Chief Financial Officer to ensure that USAging uses best practices and meets the highest HR standards. The HR Director will be an outstanding strategic thinker and serve as a thought partner with the Chief Executive Officer and the Chief Financial Officer to ensure that HR policies and procedures reflect best practices and foster an organizational culture that promotes USAging’s values and encourages diversity, equity, and collaboration.

The successful candidate will have extensive expertise in developing and overseeing HR functions within a nonprofit, standardizing operating procedures and processes, and analyzing HR data, as well as proven experience in enhancing training, professional development, and performance management practices. In addition, they will serve to ensure legal compliance and implementation of the Organization’s mission and talent strategy. The HR Director will also play an essential role in daily functions of HR that include, payroll, recruitment/retention, compensation, and benefits which requires solid experience touching all aspects of HR. The HR Director will work with/supervise the Director, Operations related to payroll processing, employee onboarding and other processes.

Reports to: Chief Financial Officer

Duties and Responsibilities   

Oversee Daily HR Functions

  • Coordinate and implement a range of activities and processes to support the organization’s HR compliance and strategy.
  • Oversee the administration of human resources, including, but not limited to, payroll, compensation, benefits and leaves of absence, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition and morale, and training and development.
  • Develop programs and strategies to recognize staff achievements and contributions, provide opportunities for team building, and boost morale and well-being.
  • Monitor and ensure compliance with federal, state, and local employment laws and regulations, and recommend best practices; review and modify policies and practices to maintain compliance.
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Perform other duties as required.

Compensation and Benefits Management

  • Oversee the management of new employee onboarding process.
  • Manage and track employee compensation.
  • Work with Director of Operations, 403(b) plan administrator, and financial advisor to ensure compliance.
  • Oversee management of HR information system (HRIS) (Paylocity), including leaves of absence, benefit invoice reconciliations, and rollout of other platforms not currently being used.
  • Oversee the management of benefits open enrollment

Payroll

  • Ensure processing of payroll on a semimonthly basis, making necessary edits for each pay period.
  • Communicate, on an ongoing basis with Director of Operations, about all affecting payrolls.

 Performance Management

  • Contribute expertise to the development and delivery of performance management policies and procedures.

HR Compliance

  • In partnership with Director of Operations, review and approve all benefits Forms 5500s for submission to appropriate federal/state agencies.
  • Oversee the review and approval process of ADA Tax Forms.
  • Ensure compliant HR processes and procedures for all aspect of HR.

Staffing

  • Advise and guide all aspects of recruitment efforts (e.g., ensuring compliant job descriptions, finalizing position announcements, presenting job offers, etc.)
  • Serve as sounding board to hiring managers across the organization for questions or additional resources needed.
  • Ensure adherence to all hiring processes and best practices.
  • Manage compliance with all federal, state, and local employment laws regarding recruitment.

QUALIFICATIONS

  • Bachelor’s degree required; Master’s degree in human resources, business administration or related field preferred
  • Minimum of three to five years of human resource management experience required; nonprofit/association experience strongly preferred
  • SHRM-CP or SHRM-SCP, PHR, SPHR preferred
  • The HR Director must have a generalist knowledge of the following major areas:
    • Staffing
    • Compensation and Benefits Management
    • Employee Relations and Engagement
    • Employee Development and Training
    • Performance Management
    • Data and Analytics
    • HR Compliance
    • HR Legal
  • Excellent skills with Microsoft Office, particularly Word, Excel, Teams, and PowerPoint
  • Knowledge of and experience with Paylocity is a plus
  • Must be service-oriented, diplomatic, flexible, and resourceful
  • Quick thinker with demonstrated problem-solving and strong interpersonal skills, including negotiation and conflict-resolution expertise
  • Excellent organizational skills, attention to detail and follow-through
  • Excellent oral and written communications skills
  • Strong supervisory and leadership skills.
  • Thorough knowledge of employment-related laws and regulations
  • Superior multi-tasking skills and the ability to prioritize projects to meet deadlines
  • Keen understanding of organizational telework and communication strategies for maximum productivity
  • Proficiency with or the ability to quickly learn the organization’s HRIS (human resources information system) and other systems
  • Passion for USAging’s mission of helping older adults age in place and maintain their health and independence for as long as possible

WORK HOURS AND LOCATION

This full-time position is based in USAging’s Washington, DC, office. Due to the COVID-19 health emergency, USAging staff is working on a hybrid schedule with two days in the office, which is subject to change. The successful candidate must be able to travel to the USAging Annual Conference & Tradeshow each summer for up to six days.

COVID-19 VACCINATION REQUIREMENTS

 Employees of USAging are required to abide by the organization’s COVID-19 policies. USAging receives federal funding through contracts with the federal government or their contractors. As a result of our status as a federal contractor, USAging is required to ensure that all of our employees are fully vaccinated. As a condition of and to be considered for employment, successful applicants for this position must be, or willing to be, fully vaccinated against COVID-19 by the date of hire. (Full vaccination is currently defined as two weeks after both doses of a two-dose vaccine or two weeks since a single-dose vaccine has been administered.) Upon being hired, employees will be required to provide proof of full vaccination.
