Description
The Senior Policy Manager is a key member of Campaign Legal Center’s federal advocacy team, which works to develop and advance the organization’s policy priorities in Congress and the executive branch of the federal government. Reporting to CLC’s Director of Federal Advocacy, this position directly lobbies policymakers, builds and maintains relationships across the ideological spectrum, and helps to design strategies and solutions to advance CLC’s federal policy goals.
The Senior Policy Manager supports federal advocacy across all of CLC’s program areas and teams, including voting rights, redistricting, campaign finance, government ethics, electoral structural reform, and the rule of law. Under the supervision of the Director, this position will manage CLC’s ongoing lobbying efforts on a subset of these issues, to be determined based on interests and experience. This includes conducting outreach to congressional offices and executive branch agencies, reviewing and providing input on proposed legislation, tracking administrative rules and submitting comments in rulemakings, coordinating with internal experts and external partners, monitoring political developments, and writing advocacy materials. The Senior Policy Manager may also lead other discrete projects and workstreams based on the needs of the organization.
The Senior Policy Manager supports CLC’s engagement with federal coalitions, representing the organization in partner meetings, identifying opportunities for collaboration, and helping to strengthen CLC’s relationships across civil society.
The Senior Policy Manager must register as a federal lobbyist and comply with all applicable legal requirements. The position is eligible to take part in CLC’s telework and flexible work programs but should be prepared to report in-person in Washington, D.C., when lobbying efforts require.
Key Responsibilities:
- Support CLC’s federal policy work by maintaining relationships with congressional offices, monitoring legislation, hearings, floor votes, and other formal proceedings in Congress, identifying opportunities for CLC engagement, and helping the Director of Federal Advocacy to devise and implement CLC’s overall lobbying strategies.
- Manage ongoing federal advocacy efforts for a subset of CLC’s issue areas, to be determined after hiring based on the candidate’s interests and experience, while remaining engaged across CLC’s full federal advocacy portfolio and available to support other issues as needed.
- In coordination with any relevant CLC program teams, support and drive advocacy to advance the organization’s policy priorities in the executive branch.
- Draft and help develop written materials, including reports, memos, bill explainers, fact sheets, advocacy letters, blogs, talking points, and other resources to advance CLC’s federal policy priorities.
- Contribute to the analysis and drafting of federal legislation and administrative policy proposals, as well as related advocacy strategies, in coordination with relevant CLC program teams.
- Support CLC’s engagement with congressional hearings, including drafting testimony and statements for the record, developing resource materials for lawmakers, and helping to prepare any CLC witnesses for invited testimony.
- Track administrative rulemakings relevant to CLC’s work, and participate in the full range of rulemaking advocacy, including meetings and drafting comments.
- Build and maintain productive relationships with reform community allies and coalition partners at the federal level and represent CLC in coalition meetings.
- When needed, lead discrete federal advocacy projects or workstreams across CLC program areas, including developing project plans, coordinating internal input, and tracking progress toward clear deliverables.
- Track federal bill endorsements, legislative developments, and coalition activity, and help maintain internal systems for cross-team coordination and decision-making.
- Help to manage the electronic system CLC uses for congressional communications.
- With the Director, regularly update CLC staff and leadership on major events related to the organization’s work in Congress and in federal coalitions.
- Support compliance with federal lobbying disclosure requirements by maintaining accurate internal records and coordinating with the Director of Federal Advocacy, Senior Director of Policy, and General Counsel as needed.
Qualifications:
- Five to ten years of experience in one or more of the following areas:
- Legislative work in the office of a member of Congress or congressional committee;
- Federal lobbying or government relations;
- Federal policy advocacy and research; or
- Managing or supporting federal legislative campaigns.
- Substantive expertise in one or more of CLC’s program areas (voting rights, redistricting, campaign finance, government ethics, structural reform, and the rule of law) is preferred but not required.
- Commitment to the nonpartisan nature and overall mission of CLC, including the organization’s Culture Principles.
- Ability to blend substantive policy knowledge with astute political insights.
- Demonstrated ability to support and implement federal advocacy strategies and/or navigate the legislative process.
- Experience in one or more of the functional tasks of legislative research, policy analysis, legislative drafting, and lobbying.
- Experience building relationships with legislative offices, agency staff, coalition partners, and other external stakeholders.
- Excellent interpersonal and communication skills, with an ability to work collaboratively and earn trust with policymakers and advocates across the political and ideological spectrum.
- Strong writing skills and ability to translate complex policy issues into clear, concise, and persuasive advocacy materials.
- Strong organizational judgment, attention to detail, and ability to manage multiple priorities in a fast-moving policy environment.
- Comfort with public speaking and external representation, including at coalition meetings, briefings, and media appearances or other events.
- Experience leading projects, tracking deliverables, and coordinating input from multiple contributors is preferred but not required.
- Ability to comply with all applicable federal lobbyist registration and reporting requirements.
Compensation and Benefits
Salary Range: $107,100 - 150,550
