ABOUT DOGWOOD HEALTH TRUST
Founded in 2018, Dogwood Health Trust (Dogwood) is a private foundation based in Asheville, North Carolina. Its sole purpose is to dramatically improve the health and wellbeing of all people and communities of the 18 counties and the Qualla Boundary in Western North Carolina.

SUMMARY
The Program & Strategy Officer plays a vital role in advancing Dogwood Health Trust’s mission to improve health and well-being across Western North Carolina. Rooted in a deep understanding of the region’s cultural, historical, social, and economic dynamics, the Program & Strategy Officer builds trusted, strategic partnerships with grantee organizations and community stakeholders to amplify the impact of locally driven solutions.
This role combines rigorous analysis, strategic grantmaking, and responsive relationship management to strengthen the capacity, sustainability, and effectiveness of aligned organizations. Officers steward a portfolio that may include general operating support, project grants, initiative-driven grants, capacity-building investments, impact investments, and/ or other tools. They contribute to cross-cutting strategies across Dogwood’s core priorities, housing, education, economic opportunity, and health & wellness, and ensure Dogwood’s resources are deployed in ways that promote dignity, opportunity, and thriving for all.
RESPONSIBILITIES AND DUTIES
Relationship Development & Stakeholder Engagement
  • Represent the Foundation’s mission, vision, values, and strategic priorities with professionalism and authenticity in both internal and external settings.
  • Embody the Foundation’s core values, demonstrating self-awareness and role awareness in all interactions.
  • Serve as a partner and resource to organizations within Dogwood’s grantmaking portfolios and strategic initiatives by:
    • Building and maintaining strong, trust-based relationships.
    • Developing a deep understanding of each organization’s work, networks, and the communities they serve.
    • Partner with Network Officers, who lead community engagement efforts, to gain insight into the social, economic, and political contexts in which grantees operate; deepen understanding of community assets, capacities, and concerns to inform strategic alignment and responsive support.
    • Leverage Dogwood’s policy and advocacy efforts to strengthen relationships, align with community priorities, and support partners in advancing systemic change.
  • Cultivate relationships in alignment with Dogwood’s strategic framework to stay informed about dynamics in the nonprofit and philanthropic sectors, community needs, and policy alignment.
  • Navigate challenging conversations with diplomacy and a commitment to strengthening relationships.
  • Build and maintain relationships with foundation peers and subject matter experts to stay current on trends and emerging issues.
  • Represent the Foundation on external committees, coalitions, boards, and in field-building efforts (e.g., panels, convenings, sector learning), with prior approval and in alignment with organizational priorities.
  • Support, as assigned, grantee convenings and/or issue-specific cohorts to foster peer learning and strategic alignment.
  • Work collaboratively within the Community Investment team and across teams to support integration and knowledge sharing.
  • Foster a transparent and respectful organizational culture by building strong, collaborative relationships with internal stakeholders.
Grantmaking & Strategic Implementation
  • Demonstrate clear, compelling, and contextually appropriate oral and written communication skills to engage diverse audiences, convey complex ideas effectively, and support collaboration, alignment, and impact across internal and external stakeholders.
  • Provide high-level technical assistance to prospective applicants throughout the grant proposal process, in collaboration with Dogwood’s Grants Management team.
  • Conduct rigorous due diligence (inclusive of review of applications, financial review and analysis, applicant conversations, etc.), ensuring alignment with strategic priorities, relevant criteria for open grant opportunities, capacity considerations and the overarching intent of the portfolio or strategic initiative.
  • Develop clear, well-reasoned rationales for grant recommendations and declinations, supported by skilled analysis and aligned with established guidance; produce high-quality written summaries.
  • Participate actively in the grant review process, including timely review of proposals and team grant memos, and contribute to constructive dialogue regarding the intent, purpose, and potential impact of proposed grants. support decision-making throughout the due diligence process.
  • Actively manage and monitor a portfolio of grants, including post-award meetings, regular communication with grantees, timely report reviews, site visits, and identification of technical assistance or learning opportunities.
  • Review and analyze grantee reports to assess performance, surface insights, and identify cross-cutting themes and opportunities for shared learning.
  • Apply critical thinking to identify challenges and emerging issues within the portfolio and/or strategic initiatives through community engagement and research; support grantees (as appropriate) in exploring and developing potential solutions.
  • Identify and cultivate opportunities aligned with Dogwood’s existing grantmaking portfolios and strategic initiatives. When appropriate, bring forward thoughtfully considered ideas for new approaches that align with the Foundation’s strategic framework.
  • Apply critical thinking and analytical skills to assess complex information, identify patterns and challenges, and contribute to the development and refinement of grantmaking strategies. Synthesize insights from multiple sources to inform decisions and recommendations.
  • Actively engage in and support strategy development by contributing knowledge, expertise, and relationships. Assist in the implementation and management of strategies, including active participation in the work of assigned teams.
  • Mange exploratory investments, cohorts, special allocations, or cross-portfolio efforts as assigned.
Learning, Evaluation & Equity Integration
  • Partner with the Learning, Evaluation, and Data (LED) team to develop learning questions and support holistic understanding, measurement, and analysis of grants.
  • Work with LED and Network Officers to ensure that community profiles are accurate, current, and informed by ongoing learning.
  • Collaborate internally to elevate community strengths, surface asset-based opportunities, and build greater alignment across teams.
  • Contribute to the implementation and evaluation of strategies and outcomes. Co-develop learning questions that guide reflection and adaptation.
  • Share insights and knowledge with colleagues through formal exchanges, informal dialogue, and clear written documentation to support shared learning and transparency.

Knowledge Development and Management
  • Build and maintain a strong understanding of the philanthropic and nonprofit sectors, including trends, best practices, funding strategies, and the policy environment. Apply this knowledge to inform grantmaking, strategy development, and partnership building.
  • Actively build and maintain knowledge in the Foundation’s strategic priority areas, including housing, education, economic opportunity, and health and wellness, as well as the unique contexts of Western North Carolina communities and statewide issues. Stay informed through field scanning, journals, newsletters, media, convenings, and conferences.
  • Share relevant knowledge externally to strengthen the impact and effectiveness of grantees, partners, and field-building efforts.
  • Develop a well-rounded understanding of the Foundation’s work, including both programmatic and operational functions.
  • Share information internally in alignment with organizational norms and expectations, using established platforms such as SharePoint and the grants management system.

QUALIFICATIONS AND SKILLS
EDUCATION/CERTIFICATION
  • Bachelor’s degree in fields of study connected to social determinants of health (e.g., social work, public administration, nonprofit management, public health, education, etc.).
WORK EXPERIENCE
  • 5+ years of progressive experience in strategic, mission-aligned grantmaking or program management.
  • Experience with program and relationship management.
  • Proven track record of coalition building with diverse community stakeholders.
  • Evidence of embracing various tasks, individuals, and resources with flexibility and adaptability.
  • Proficient in Microsoft Office
  • Experience with, or ability to quickly learn, a grant management and client relationship system.
  • Experience leading work in program development, community engagement, community partnerships, community organizing, and/or advocacy.
  • Worked in various sectors and organizations spanning private, nonprofit, and philanthropy.

WORK ENVIRONMENT
  • Work in an office environment requires operating standard office equipment. Workspaces are designed to be accessible and inclusive, accommodating various physical needs and promoting a healthy work environment.
  • Dogwood utilizes a hybrid work schedule requiring staff to be in the office twice or more each week. While there is some flexibility for hybrid work, this is not a remote position, and candidates should expect to work regularly from the office in Asheville, NC, or from home located in the region we serve.
  • Actively engaged with assigned regions and/or grantees, which requires travel throughout Western North Carolina and occasional out-of-state travel for conferences, convenings, or learning opportunities as appropriate.
  • This position is a full-time, salaried, exempt role.
