Description
We are seeking a Part-Time HR Specialist to join our organization with a flexible schedule of 16-20 hours per week on an ongoing basis. This is mostly a remote position however we prefer you are in Portland, Oregon or Richmond, Virginia.
Reports to: Chief Executive
Direct Reports/Supervisory Responsibilities: None
JOB SUMMARY
The HR Business Specialist oversees employee coaching and mediation, fosters employee engagement and satisfaction, collaborates with the Chief Executive to update and uphold HR policies and procedures, and ensures compliance processes for employees. Additionally, they manage training and development initiatives and support the evaluation of site director performance.
Duties include, but are not limited to:
Duties/Responsibilities:
- Advises management on the formulation and administration of plans and policies for human resource activities.
- Acts as an internal Specialist by analyzing and recommending solutions to human resource issues relating to the assigned program or section area.
- Develops, revises and implements HR policies and procedures.
- Ensures program or section area is in compliance with established policies and procedures and with any relevant federal, state or local legislation.
- Prepares and maintains special internal and external reports as requested by CEO or SCRAP Board.
- Answers routine and nonroutine requests for information on policy interpretation.
- Assists with developing, coordinating and recommending changes for the improvement of workflow in the program or section area.
- Conducts audit of human resource activities to ensure compliance with laws, policies and procedures.
- Participates in professional development sessions or seminars.
- Works on special projects.
- Leads special and cross-functional project teams.
- Presents training sessions related to the assigned program or section area.
- Performs other related duties as assigned.

Education and Experience:
- Bachelor’s Degree or higher
- Three years of professional-level experience in human resources.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
