Reports to: Executive Director

Classification: Regular, Full-Time, Exempt

Location: VHCB Office in Montpelier. Some remote work possible.

Position Summary: The Vermont Housing and Conservation Board is an innovative and award-winning organization working to ensure affordable housing, farmland, jobs, and recreational assets for every generation of Vermonters.

The Housing Director at the Vermont Housing & Conservation Board (VHCB) is a senior leadership position responsible for the strategic direction and daily implementation of the organization’s state and federal housing programs. Reporting to the Executive Director, the Housing Director serves as a key member of the management team, contributing to long-term organizational planning and the fulfillment of VHCB’s dual mission. This individual leads the development of innovative housing policies, evaluates complex project applications, and provides critical recommendations to the Board. Working in close coordination with the CFO, General Counsel, and Policy Director, the Housing Director ensures that resources are deployed effectively to meet Vermont’s diverse affordable housing needs.

The Housing Director’s responsibilities include supervising a dedicated team of housing professionals, fostering their growth through mentorship, and ensuring technical excellence in project underwriting and compliance. Beyond internal management, the Director serves as a vital conduit between VHCB and a broad network of partners, including municipal leaders, state agencies, and national intermediaries, and acts as to support and enhance the health, effectiveness and resilience of Vermont’s non-profit housing delivery system. They lead efforts to strengthen partner capacity through organizational development grants and technical assistance, specifically supporting regional non-profits through times of transition and strategic growth.

The Housing Director drives the evolution of VHCB’s program and resource development. The Director identifies new funding opportunities, oversees sustainability and energy-efficiency initiatives, and manages the integration of housing programs into modern digital systems. From facilitating bi-annual summits for housing executive directors, working with the philanthropic sector to add resources, to supporting VHCB in working with the legislature and congressional delegation, the Director is a high-impact communicator and problem-solver. This position offers a unique opportunity to lead transformative housing policy and project implementation—such as working with the IDD community, farmworker housing, modular innovation and portfolio recapitalization—to ensure long-term affordability, access for all Vermonters, and effective stewardship for communities across the state.

Qualifications:

· Strong commitment to VHCB’s dual mission and the health of the non-profit housing delivery system.

· 5+ years of progressive leadership experience in affordable housing, community development, or a related field, with a proven ability to contribute to organizational long-term planning, and the ability to supervise and lead the housing team with a high degree of emotional intelligence and compassion while ensuring accountability in outcomes and program results.

· Expert-level knowledge of housing finance, including deep experience with multi-layered funding stacks (LIHTC, HOME, state credits, and federal resources) and the ability to supervise complex project underwriting.

· Exceptional interpersonal and communication skills.

· Ability to navigate diverse personalities and work environments.

· High tolerance for interruptions and the ability to manage multiple tasks under tight deadlines.

· A commitment to integrating equity, diversity, and inclusion into housing policy, grant-making, and organizational leadership.

· Experience managing programs and utilizing federal resources.

· Experience developing housing policy and preparing briefing materials for legislative bodies or boards; ability to translate complex data into actionable policy recommendations.

· Comprehensive understanding of current affordable housing issues and policy development.

· Familiarity with the community land trust model and mobile home parks (preferred).

· Experience working with non-profits, municipalities, housing groups, and state agencies.

· Ability to identify and address technical assistance needs for partner organizations.

Compensation $105,500 to $120,000 commensurate with experience.
