Description

PRIMARY ROLE:  The Executive Director provides strategic and day-to-day leadership for  the Tahoe Coalition for the Homeless (TCH) organization, while also overseeing management of a portfolio of affordable housing real estate.  The ED will quickly develop a strong knowledge of the demographics of homeless individuals on the South Shore of El Dorado County, the Coalition’s core programs, operations, strategy and governance plans. S/he is also responsible for building relationships with board members, funders, community partners, government officials, financial organizations, faith-based leaders, and others to accomplish the organization’s mission, vision, and strategic priorities.

Leadership:

  1. Work with the Board to achieve the organization’s Vision and Mission by setting and meeting annual goals, establishing policy, and enhancing human and financial resources. Attend all board meetings and provide support and timely information to Board members.
  2. Create and maintain collaborative relationships and work effectively with all Coalition partners.
  3. Oversee the preparation of the Annual Report to the Board for distribution to the community.
  4. Communicate and collaborate within community systems, including criminal justice and mental health, regarding discharge plans appropriate to avoiding homelessness.
  5. Be the liaison and provide leadership on behalf of the Coalition with local, state, and federal officials and serve as the primary contact for TCH government contracts. Initiate regular and frequent interactions with municipal, state and elected leaders to ensure that the Coalition’s responsibilities are met and core activities are properly supported.
  6. Partner with existing organizations in the region including funder networks, government work groups, aging adult support, veteran organizations, income equity providers, etc., throughout - and as appropriate and consistent with contract requirements, beyond - El Dorado County.
  7. Serve as an articulate, confident and persuasive advocate to prevent and end homelessness in the Coalition’s service area. Engage the broader community and manage the public policy and public relations activities on issues regarding

Management and Oversight:

  1. Manage staff, including hiring decisions, salaries, benefits, and annual performance Set priorities and goals and empower staff to accomplish objectives and provide quality data.
  2. Assure the maintenance of an effective financial management system, including regular reporting to the Finance Committee and the Direct the compilation of all documentation for an annual audit and ensure completion of the audit.
  3. Maintain an accurate grant management system to ensure compliance with grants and contracts, including preparation of reporting and compliance with government and funding regulations and requirements.

Affordable Housing Management:

  1. Reporting to the Board of Directors, the Executive Director will be responsible for establishing the systems and controls for property management, tenant relations, fund development and administration/capital improvement for portfolio of properties owned by TCH.

Financial Management and Revenue Sustainability:

  1. Lead the annual budgeting process through Board review and approval.

Research and Evaluation:

  1. Collect and analyze data, including the Homeless Management Information System (HMIS) to identify gaps in services and strategies to address those gaps.
  2. Conduct and oversee the HUD Point-in-Time survey working in partnership with the County of El Dorado to publish its report.
  3. Oversee other reporting required by Board, Executive Committee, the State of California, and HUD.

 Program Administration:

  1. Oversee completion of the annual funding applications, including Federal, State and County programs for homelessness.
  2. Coordinate, as required by HUD and the State of California, maintenance of a Coordinated Entry System, HMIS, and any other requirements.
  3. Supervise the implementation of HMIS to meet HUD data quality standards and to create maximum efficiency in TCH’s coordinated entry.
