The Chief Executive Officer (CEO) serves as the visionary leader of the Anne Arundel County Community Action Agency, advancing its mission to reduce poverty, empower individuals and families, and strengthen communities. In partnership with the Board of Directors, the CEO implements the agency’s strategic priorities, ensuring alignment between governance, organizational performance, and community impact.

The CEO provides strategic and operational leadership, overseeing programs, finances, and administration to ensure effective, efficient, and sustainable service delivery. This role requires a strong focus on results, fiscal stewardship, and continuous improvement, while fostering a culture of accountability and high performance.

With a solid understanding of the Community Action network, including its history, values, and tripartite board structure, the CEO builds and maintains partnerships across public, private, and community sectors. Serving as the agency’s primary representative, the CEO advances advocacy efforts, strengthens stakeholder relationships, and secures resources to support long-term impact.

EDUCATION AND EXPERIENCE REQUIREMENTS: Minimum Qualifications-Bachelor’s degree in public administration, nonprofit management, social work, business administration, or a related field required, along with 7–10 years of progressively responsible leadership experience in nonprofit management, public administration, or community-based organizations.

(Preferred)-Master’s degree (e.g., MPA, MBA, MSW, or related field) with a focus on leadership, public policy, or community development, along with 5–7 years of progressive leadership experience in nonprofit management, public administration, or community-based organizations.

K3) Familiarity with Results-Oriented Management and Accountability (ROMA) or similar performance management frameworks. K4) Knowledge of tripartite board governance structures. K5) Awareness of local, state, and federal policies impacting low-income populations. K6) Management of human resources and applicable laws, policies, and procedures.
