Scion Executive Search has been retained to conduct a search for the Senior Executive of the Caribbean, Africa, Latin America, Eastern Europe (CALEE) Program on behalf of our client, Holt International; an incredible international child welfare organization which helps vulnerable children and strengthens families in fourteen countries around the world. This full-time, senior leadership opportunity is for immediate hire and an onsite presence at the organization headquarters in Eugene, Oregon is preferred.


Position Summary:

The Senior Executive of CALEE is an innovative and visionary leadership role responsible for developing, evaluating, and growing high impact programs that create permanent, secure and loving families for the region’s Orphaned and Vulnerable Children (OVC). Based on a deep understanding and respect for the cultures of the region, the Senior Executive of CALEE integrates the unique needs of the assigned countries to develop appropriate long-term programming that strengthens families and opportunities for OVCs.

This role is responsible for supervising the regional team as well as the total budget and is accountable for maximizing program quality and impact in addition to supporting planned growth and new initiatives. The Senior Executive develops and maintain strong relationships with country officials, in-country partners and country national staff to keep abreast of evolving trends and is also responsible for developing policies and identifying skill sets that are needed to build program capacity. This role assesses the ongoing needs of the children Holt International serves and provides technical support and guidance to staff, partners and government officials to implement programs that successfully address those needs.

Additionally, the Senior Executive builds program capacity by collaborating inter-departmentally to share knowledge and assure the availability of resources for programs.


About the CALEE Program:

The CALEE Program carries out child welfare, family preservation and family strengthening programs in Haiti, Colombia, Ethiopia, and Uganda, as well as intercountry adoption services in Colombia, Bulgaria and Haiti. The regional program serves more than 150,000 children and families with family strengthening (health, education, and livelihood) services, and approximately 30 children are placed with international adoptive families each year. Managed by both U.S. and in-country staff, these programs and services are carried out in close cooperation with partner agencies, orphanages and other child service providers, government child welfare agencies, local and regional officials, funding agencies, and others. The program continuously evaluates opportunities to expand or deepen program services, while maintaining high standards of quality and transparency for sustainable development and child welfare impact.

Reporting Relationships:

The Senior Executive of CALEE Reports to and is evaluated by the Senior Vice President of Programs.


Supervisory Relationships:

This Senior Executive supervises a staff of 36 (with 3 as direct reports) in the United States, Colombia, Ethiopia, Haiti, and Uganda.


Your Focus:

  • Work alongside the President and CEO and Senior Vice President, Programs to implement vision and strategic priorities that ensure growth in programs and services for OVC.
  • Provide leadership and strategic oversight of regional programs and operations to maximize impact as well as effectiveness.
  • Lead and develop high-performing regional teams that are knowledgeable about current strategies, opportunities, and expected outcomes. Consistently communicate clarified vision of present and future program goals as well as strategies to team members and stakeholders that translate into concrete programs and work plans.
  • Recruit, manage, and motivate an efficient, geographically distributed team and ensure the right people and infrastructure are in place to support planned growth and new initiatives. Carry out annual performance evaluation of staff in a timely manner, addressing performance issues promptly.
  • Design, implement, monitor and evaluate programs to assure qualitative and quantitative achievement of objectives; maximizing the utilization of resources on behalf of children served. Deliver timely, accurate narrative reporting as required. Develop annual budgets, review, and report on monthly budget variances, and ensure projects demonstrate an appropriate burn rate.
  • Stay abreast of country/regional child welfare needs and trends; proactively develop and implement creative solutions to overcome anticipated challenges and harness new opportunities.
  • Create and oversee regional strategic and operational partnerships for international adoption services as well as programs. Secure and maintain from partners current due diligence, eligibility, and contractual documentation, including but not limited to agreements and memorandums of understanding; licenses; policies and procedures; and legal, financial and/or governance information. The Senior Executive of CALEE also documents Hague Convention and Holt International’s (adoptive services and programs) required staff training and ensures timely and accurate reporting to Holt International, the US Accrediting Entity (adoptive services), and funders (as needed); ensuring requests for information are complied with in a timely manner. If termination of an agreement or memorandum is called for, this role is responsible for ensuring mutual documentation, financial, and legal obligations are met proactively as well.
  • Represent Holt International with government officials and overseas alliances, advocate for country laws and policies that provide stability and opportunity for vulnerable children and provide technical support as needed.
  • Consistently demonstrate and foster an adaptable, high performing culture based on intra and inter departmental collaboration, share knowledge, maintain transparent communication and accountability and uphold Holt International’s commitment to the highest ethical standards in programs and services to the children and constituents the organization serves.

Essential Role Functions:

  • Information Processing

This role identifies and analyzes information and problems, applies findings to problem solving, and identifies trends to initiate the creation of new or modified strategies to further Holt International’s mission. As a regional program head, The Senior Executive of CALEE listens to team members and addresses employee questions and concerns in an appropriate manner.

  • Decision Making

The Senior Executive of CALEE annually develops long-range goals, objectives and budgets for the region to be approved by the Senior Vice President, President & CEO and Board. Once goals, objectives, and budgets are approved, this leadership role is responsible for making regional program decisions within the approved guidelines. It is essential for the Senior Executive of CALEE to routinely consult with Senior Vice President and/or other members of the Leadership team when making decisions that impact other departments.

  • Interpersonal Communication

The Senior Executive of CALEE presents issues concerning all regional Programs to the Senior Vice President and/or other members of the Leadership Group in a timely manner; clarifying policies, regulations, objectives, and other issues concerning the regional program to employees to ensure individual levels of understanding. As a team player, the Senior Executive of CALEE is committed to providing quality service and upholds sensitivity to cross-cultural issues as well organizational behavioral norms and values.

  • Impact of Results

Defined objectives must be met to avoid jeopardizing achievement of Holt International’s vision and mission as outlined in the strategic plan, as well as to prevent placing the agency in financial difficulty. In addition, inability to provide quality professional services to children and families may result in emotional, and in some cases physical harm to children and families. This could result in legal action as well as jeopardize the agency’s existence.

This role has access to family files of the most sensitive nature, personnel files and salary information, and most other confidential and sensitive information of the agency except that specifically limited by the President & CEO.

Education/Experience Requirements:

  • Minimum: Bachelor’s Degree or equivalent in relevant field such as social science, management or international development, with 10 years of senior management experience in international child welfare or development.
  • Preferred: Master’s Degree in a related field (preferred) with 7+ years management experience in international child welfare or development.
  • Highly Desired: Licensed Master’s Degree in Social Work or related field, with 5+ years of experience in a social service setting, preferably in intercountry adoption, or with a child welfare focus.
  • Must have senior management experience at an international organization working in the areas of child welfare, adoption and/or child protection.
  • Proven success in formulating strategic direction within an international development and/or child welfare context and has success building program capacity by managing a talented and diverse, geographically distributed staff.
  • Existing experience with funding agencies and international organizations, as well as skills in external relations and advocacy.
  • Current international work and understanding of opportunities and evolving roles of international Non-Governmental Organizations (NGOs).
  • Demonstrated success in implementing change management, decision-making & development skills.
  • Planning, budgeting, and financial management experience.
  • Strong communication, teamwork, and collaboration skills.
  • Ability to travel internationally up to 25%.

This role is required to complete and record (with HR) a minimum of 30 hours of training every two years on emerging adoption practices. If licensed as a social worker, maintenance of license in good standing according to requirements of the State of Oregon is required.
