This position is primarily responsible for administering regulations, policies, procedures, and practices; planning, organizing, developing, implementing and coordinating program activities for a 51-bed residential drug rehabilitation facility. This position reports to the Clinical Director directly supervises the Senior Counselor and supports supervision of counseling and support staff.


Core duties and responsibilities include the following.  Other duties may be assigned.

  • Ensures compliance with OASAS regulations and program policies directly related to program operations and record management, safeguarding licensure.
  • Direct collaboration with Social Worker, Health Coordinator, Vocational Counselor and Nurse ensuring appropriate client service delivery.

  • Monitors clinical records, i.e.; treatment plans, individual counseling sessions, group notes, etc. ensuring accuracy, timeliness, and that sound treatment protocols are prescribed and followed through.
  • Ensures timely and appropriate reporting, as required, to referring agencies such as the Courts, Parole/Probation departments, Administration for Children’s Services, etc.
  • Supervision of STARS reporting and Finger Imaging, ensuring accuracy and timeliness; Responsible for monthly STARS attestations.
  • Ensures timely submission of assessments, admissions, and discharges.
  • Monitors services provided to clients ensuring appropriate and timely delivery of services, assuring that all staff are responsive to client needs and take appropriate action to make corrections as necessary.
  • Provides oversight for the collection of client fees.
  • Participates with a supervisory team in the development of annual work scope objectives and consistently monitors attainment of objectives.
  • Interviews, as part of a team, prospective staff members.
  • An orientation of all new supervisees.
  • Evaluates staff performance; identifies, documents and develops corrective action plans for personnel performance problems. Responds to strengths or weaknesses identified through self-assessments and evaluations.
  • Makes recommendations for supervisee training(s) as indicated, and assures staff compliance with all applicable training requirements.
  • Implements/monitors client satisfaction surveys.
  • Responds to client feedback/suggestions collected from community meetings.
  • Tracks units of service delivery (e.g.; 40 hours of clinical services weekly).
  • Monitors program census and assists in development and implementation of recruitment strategies.
  • Ensures that clinical director is kept consistently informed of the program, its operations and all important factors affecting performance.
  • Maintains a climate which attracts, keeps, and motivates a staff of top-quality people.
  • Coordinates staff scheduling, ensuring adequate staff coverage.
  • Assures that client service delivery is not interrupted by staff vacancies or absences.
  • Provides department activity reports as indicated.
  • Provides oversight of physical plant management.
  • Provides oversight of ordering of client supplies, maintenance supplies, and food orders/inventories.
  • Conducts departmental staff meetings.
  • Participates in case conferences, interdepartmental meetings, quality assurance meetings, staff development trainings.
  • Participates in leadership meetings.
  • Assists with organizing and implementing agency-wide events.
  • Participates in fund raising activities.
  • Models professional behaviors.
  • May be required to work evenings and weekends.

Supervisory Responsibilities:

  • Oversight of all Clinical and Support staff.
  • Is responsible for the overall direction, coordination, and evaluation of the department.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:

  • Master’s degree in social services or related clinical field or;
  • BS/BA Degree from an accredited college with a major in counseling, psychology, social work or a human service related discipline and 2 years’ supervisory experience working with applicable populations who have substance abuse/ co-occurring disorders or;
  • CASAC and 2-3 years’ supervisory experience working with applicable populations who have substance abuse /co-occurring disorders.
  • Must have computer skills.
  • Must successfully complete a criminal background check, obtain clearance from the Office of Children and Family Services and be drug-free.
