WestCoast Children’s Clinic (WCC) is looking for a Program Director to help develop and implement a new team-based model of care in Alameda County. The project, funded by the Tipping Point Foundation, aims to support transition aged youth (TAY) with foster care experience so they can attain housing stability, mental health support and community connection. The person in this role will help create a new pilot program in line with the vision and values for the program, oversee the program’s implementation, lead a team of care providers, and participate fully as a member of the care team.

What’s the role?

The Project Director for the pilot team-based care program will help build the program from the ground up. This includes translating the values of team- and community-based mental health care into a service delivery program; leading a team of providers; providing supportive services to 50-75 TAY each year; and finding opportunities for advocacy and program sustainability. The Program Director reports to the Chief of Clinical Programs, and leads a team of seven providers (including a clinical supervisor, 2 mental health clinicians, a case manager, an intensive care coordinator, a peer advocate, and a family advocate), and will work in concert with our training, policy, and research departments to carry out the program. The Program Director has experience in a leadership role as well as facilitating and being part of teams with less hierarchy. The person may be involved in direct service delivery as well as manage in the following areas:

Program Implementation & Management

  • Manage hiring and interviewing of staff on the team.
  • Manage staffing budget, direct service hours, and professional development.
  • Provide inspiring, motivational, supportive and accountable supervision and oversight for supervisor and direct service providers, including clinicians on the team.
  • Monitor and respond to program data; provide regular reports to WCC’s executive management team on the status of strategic plans, developments and progress.
  • Ensure all contracts and regulations are met.

Outreach & Community Building

  • Monitor referrals and uptake of services, and work with the team to identify creative solutions for referrals.
  • Build meaningful relationships with community stakeholders, ensuring ongoing referrals from other agencies.
  • Lead outreach to other agencies and to youth who may be eligible to receive services through this program, ensuring that eligible participants have access to care.
  • Develop partnerships with community organizations that provide other holistic services, broadly defined, to TAY (e.g. yoga, legal clinics, athletics, tutoring, massage, hobbies, etc).

Measurement & Evaluation:

  • Regularly assess alignment of service delivery practices, organizational culture, values and goals of the program.
  • Use practice-based evidence to manage quantity and quality of work and improve services.
  • Work with the research department to establish data collection practices and determine metrics for monitoring workload and quality of care.

Organizational Leadership:

  • Ensure fidelity to the team-based practice approach.
  • Work with the policy department to identify opportunities to expand team-based approaches in Alameda County (e.g. advocating for expanded funded or expanded eligibility rules).
  • Collaborate across agency departments to identify and carry out agency priorities.
  • Identify opportunities to expand team-based approaches to client care throughout the clinic.

Job Requirements

  • Licensed mental health degree (LCSW, LMFT, LPCC, Psychologist) with a minimum of three years of post-licensure experience preferred but not required.
  • A minimum of three years’ experience in administration and management.
  • Demonstrated success facilitating diverse, multi-disciplinary teams toward a common goal.
  • Understanding, experience, and versatility with a range of team-based perspectives.
  • Experience with and knowledge of the needs and strengths of foster youth and former foster youth, and the administrative rules surrounding care for TAY in Alameda County foster care.
  • Experience providing trauma-informed and culturally relevant services.
  • Proven effectiveness collaborating with multiple agencies and programs, and working with youth with multi-system involvement.
  • Solid experience with EPSDT Medi-Cal billing and quality assurance regulations.
  • Excellent computer technology skills.
  • Knowledge of community resources, particularly in Alameda and San Francisco Counties.
  • Knowledge of Diversity, Equity and Inclusion leadership practices.
  • Knowledge of community psychology and the delivery of psychological services in community-based or mobile settings as well as clinic settings.
  • Knowledge of patient-centered team-based care principles, and how to operate and manage teams within that service delivery framework.

Position Details and Compensation:

This is a full time, exempt position. Starting salary DOE, and includes competitive benefits and compensation package, 403b retirement contribution and performance-based compensation plans.
