Benefits: 90% employer paid medical, dental, vision insurance and PTO.
Hours: M-F, 9:00 am – 5:00 pm and may include evening and weekend hours. Telework until further notice.

Position Summary
If you are interested in being a part of the exciting work of building an emerging non-profit that serves the Samoan and Pacific Islander community in Portland metro, Medford, The Dalles and other communities in the state of Oregon, this job may be of interest to you. SPDC is looking for a self-motivated, compassionate, results-driven, and culturally responsive team player to join our staff and contribute to the dynamic work of building and serving the Samoan and Pacific Islander community. The Program Specialist I will perform a wide range of technical, planning, assessment, training and research activities related to the programs assigned to their portfolio. They will also lead and collaborate with the program staff and community in implementing programs. The successful candidate will also contribute to the on-going work of systemic change by advocating for social justice, equity, and resources to address systemic neglect that has perpetuated social disparities across generations of Pacific Islanders in Oregon. ESSENTIAL DUTIES AND RESPONSIBILITIES
- Performs an array of technical, planning, assessment, training and research activities related to the programs assigned to their portfolio.
- Ability to define problems, collect data, establish facts, draw valid conclusions, and provide recommendations.
- Coordinates and collaborates with program staff in planning, implementing, and documenting of programs.
- Collects, organizes, analyzes, and/or prepares materials in response to requests for program information and reports.
- Participates and supports outreach, and planning of program events.
- Contributes to the development of program policies, procedures and reports.
- Act as liaison with community partners and represent the organization at events.
- Perform other duties as assigned by the authorized supervisor.
MINIMUM QUALIFICATIONS
- A bachelor’s degree in a relevant field; at least 3 years experience in project or grant management, or a high school diploma and at least 5 years of experience project or grant management.
- Ability to define problems, collect data, establish facts, draw valid conclusions, and provide recommendations.
- Experience working with Samoan and Pacific Islander groups.
- Comfortable speaking and interacting with Samoan community leaders and members.
- Commitment to SPDC’s mission, vision, and values; grounded in Samoan and Pacific Islander cultural values while working to advance equity, social justice, and systems changes.
- Good communications skills: writing and speaking in English in various formats.
- Organized, be able to prioritize, be flexible, capable of self-directing, and embrace the challenges of working for a new and emerging nonprofit.
- Proficiency with computer technology, Microsoft Suite, and other software applications
- Professional, responsible and culturally responsive.
DESIRED QUALIFICATIONS
- Bilingual in Samoan and English, both verbal and written communication of various formats.
- Experience working on a project where you participated in research, interpretation, application, and communication of complex regulations, provisions, policies and procedures.
- Familiar with research on the challenges facing the Pacific Islander community in the U.S.
- Knowledge of best practices in diversity, equity and inclusion work.
- Experience in community work, project and grant management, and strategic planning.
This is a grant-funded position and length of employment is dependent on secured funding.
