Description

Position Function:       
Under the general administrative direction of the Director of Residential Services-Wichita Campus, the Program Manager, Assessment Services is responsible for the development, programming, maintenance, teaching, supervising and evaluation of the assessment services program. The Program Manager, Assessment Services ensures that the program effectively meets the treatment needs of each client, that staff are appropriately supervised and supported in delivering services, and that the goals regarding conduct and performance established by management are achieved and established personnel policies are implemented. The Program Manager, Assessment Services is sensitive to the service population’s cultural and socioeconomic characteristics and performs any other duties as directed by the Director of Residential Services -Wichita Campus.
 
Requirements:                        
Education: 
Master’s degree in Human Services field required; LCSW, LPC, LMFT and Licensed Child Care Administrator licensure preferred
 
Experience: 
  • Three years of experience in a licensed residential program, child placing agency or treatment setting working with children, youth and/or families  
  • Two years of supervisory experience required.
  • Understanding of trauma informed care principles required
  • Training and experience in Trust Based Relational Intervention preferred.
  • Licensed Child Care Administrator preferred.
  • Proficient knowledge of Microsoft software and the ability to learn databases as needed.
Other:
  • Valid Texas driver’s license within 90 days of establishing Texas residency.

Working Conditions:   
Working conditions include exposure to children and youth placed in a 24-hour residential environment daily. This could include clients with behavioral problems, including possible physical aggression. Will also be exposed to the typical hazards of the residential environment related to household activities, cleaning agents, and food preparation. Exposure to illness and blood exists. Residential programs do not close for holidays or inclement weather. They operate 24 hours a day, 7 days a week, and 365 days a year.

Working Relationships:
  • Represent ACH in the community in a professional, responsible, and ethical manner.
  • Work closely with other ACH programs and departments to coordinate and facilitate the implementation of comprehensive care for the children and families served.
  • Establish a respectful relationship with program staff and people who served to help them gain skills and confidence.
  • Work in collaboration and partnership with all program teams, in a friendly, compassionate, courteous, and positive manner always 
  • Work as a team player and exhibit professional behavior and a positive attitude with youth, their families, the program, and other external partners that reflects positively on the Agency and is consistent with Agency policies and practices.
  • Work independently while maintaining regular communication with the Director of Residential Services -Wichita Campus regarding program status.
Leadership and Supervision:
  • Interview, select and provide orientation to new program staff.
  • Continually assess the educational/training needs of staff and seek out training opportunities that will help to address those needs. 
  • Coordinate orientation for all new staff and ensure all staff receives training needed to successfully work with clients and assist them in meeting their goals.
  • Ensure the provision of 24/7/365 on-call support for the program and staff and actively participate in on-call duties. 
  • Lead and supervise staff to develop, implement, and evaluate strategies and goals to achieve positive outcomes that meet grant, contract and ACH performance standards and comply with licensing, COA, and best practice standards.
  • Develop direct reports to their highest potential, foster teamwork, and nurture a positive working environment by fostering engagement and retention through communication, feedback, positive performance, and recognition.
  • Maintain an active presence throughout the facility to ensure Agency policies, client needs, and licensing standards are being met; monitor service delivery and make recommendations for improving staff development and management.
  • Ensure work time is utilized effectively to maximize productivity.
  • Actively participate in supervision and communication with assigned supervisor
  • Maintain high ethical standards which are outlined in the ACH Child and Family Services policy and procedure manual and those that apply to individual licensure.
Program:
  • Provide oversight of the program’s daily schedule to ensure it meets the needs of clients served, including, but not limited to, the provision of proactive teaching activities, academic instruction, life skills, social skills, physical activity, recreation, and entertainment. 
  • Oversee program staffing patterns and scheduling to ensure appropriate coverage within budget guidelines and in compliance with licensing standards. 
  • Ensure all safety plans, service plans, and behavior management plans for clients are implemented and followed to completion.
  • Provide oversight of program budget and employee spending to ensure expenses are within budget.
  • Ensure the facility is maintained in a manner that meets licensing standards and agency expectations.
  • Execute, review, and ensure that containments are implemented as trained and only for the purposes outlined in Minimum Standards 
  • Maintain compliance with all contracts, licensing and accreditation standards, and ACH policies and procedures always.
  • Complete monthly home, kitchen, and vehicle inspections and maintain home cleanliness to ensure a safe and clean environment that meets ACH and licensing standards. 
  • Monitor storage and administration of client medications and ensure that all licensing standards are met.
  • Plan, lead, and participate in collaborative staff meetings.
Documentation and Reporting:
  • Review and approve all staff timesheets.
  • Complete all paperwork in a timely manner in accordance with State of Texas guidelines.
  • Review and approve all Incident Reports completed by program staff.
  • Regularly review and approve program documentation to ensure quality as well as compliance with licensing, COA, contract, grant, and ACH standards
  • Oversee employee training records to ensure compliance with training requirements.
  • Provide content for program-related reporting and complete grant and/or contract post-award reports as required by the funding agency.
Program Development and Evaluation:
  • Continually assess the continuing education needs of program staff and staff’s application of policy and procedures. 
  • Provide ongoing evaluation and development/continuous programmatic improvements as needed to meet the needs of the service population.
  • Monitor client data entered electronic systems for accuracy, completeness and compliance with program requirements monthly.
  • Assist in development of program related improvement processes and evaluation. 
  • Collaborate with staff to develop strategies to meet outcomes if off-target.
  • Develop program goals and implement strategies for achieving goals.
  • Support the implementation of the Trauma-Informed Care model.
  • Assist Director of Residential Services - Wichita Campus with managing program budgets
