Description

The Program Director will lead and support Hour Children’s services with justice involved women detained at the Rose M. Singer Center on Riker’s Island and their families to strengthen family connections during detention, facilitate long-term stability, and increase family reunification outcomes. These services include comprehensive visit programming, supportive counseling and case management services, advocacy, parenting education, and family reunification and reentry services.

DUTIES AND RESPONSIBILITIES
  • Oversee the administration of program operations and all aspects of service provision, including intake/admission, counseling and reentry services, coaching, visiting services, family assistance, family advocacy, and mentoring
  • Ensure compliance with contractual commitments
  • Oversee the hiring, retention, and management of staff, including performance and scheduling
  • Manage referral process for justice involved women applying to Hour Children transitional housing program from the Rose M. Singer Center
  • Supervise program staff, including social workers, parent advocate, reentry specialist, visiting services specialist, and visit program drivers and chaperones
  • Ensure compliance with NYC Department of Corrections (DOC)protocols and regulations and manage the overall DOC contract provisions
  • Represent Hour Children in various meetings and/or events as needed
  • Communicate regularly with Hour Children’s Senior Director of Justice Initiatives about all issues, events, activities, and budgetary considerations
  • Prepare regular monthly, quarterly, and annual reports required to manage program outcomes and respond to grant reporting requirements
  • Attend internal staff meetings, trainings, and supervision, as well as related external meetings and trainings with resource partners
  • In limited capacity, be “on-call” for weekend issues that arise
  • Comply with all DOC, processes, and requirements, including all security regulations and PREA (Prison Rape Elimination Act) requirements
SPECIFICATIONS FOR PHYSICAL REQUIREMENTS (AS APPLICABLE):
  • Ability to travel across the five boroughs and to the Rose M. Singer Center
QUALIFICATIONS AND REQUIREMENTS
  • Master’s Degree in Mental Health, Social Work, Criminal Justice, Public Administration, Human Services, or the equivalent
  • Licensed Master or Clinical Social Worker (LMSW, LCSW) or Licensed Mental Health Counselor (LMHC) required
  • Minimum five years of experience working with individuals and families impacted by incarceration, criminal justice, foster care or family court involvement, substance abuse issues, and/or intimate partner violence including some supervisory experience.
  • Must be able to obtain correction department clearance
  • Must be familiar with and remain informed about the criminal justice system (especially issues affecting women), corrections, and the impact of mass incarceration, communities of color and poor communities
  • A demonstrated commitment to parents’ rights, equity, inclusion, and social justice
  • Understanding of contracts and managing budgets
  • Excellent verbal and written communication skills, with the ability to present information to a wide variety of audiences
  • Demonstrated success in staff development
  • Must be able to have solid, productive boundaries and work cooperatively with DOC, Mayor’s Office of Criminal Justice, and jail-based and community staff
  • Computer and technical skills including sufficient knowledge Microsoft Office WORD, Outlook, and other programs
  • Formerly incarcerated individuals and/or Spanish language fluency is highly welcomed
