Position Summary:

The Human Resources Manager is responsible for providing high-quality HR services to Tides Advocacy internal staff and external partners in the areas of HR strategy, general policy, employee and management coaching, employee/ union relations, performance management and other high touch human resource services. The Human Resources Manager is hands-on and provides full cycle HR support to drive functional excellence. Delivering on these commitments in a thoughtful, timely, accurate, and professional manner is critical to success in this role.

The HR Manager is an exempt position. Exempt employees are expected to work the appropriate and necessary time to complete key assignments and related tasks on schedule. This position will be based in San Francisco.

Essential Duties and Responsibilities:

Internal and External HR (80%)

· Serve as the HR lead for internal staff, union representatives, partners, and legal team

· Partner with senior leadership to provide HR support in developing and executing plans that optimize organizational design and development, talent management, and employee/union relations

· Develop and maintain strong working relationships with managers and staff, Tides HR team, and key stakeholders across Tides

· Support negotiations and interest based collective bargaining process, grievance meetings, arbitrations, and other union related activities

· Provide advisory on HR strategy as well as best practices for staff and managers; develops policies and processes in collaboration with Tides HR management team

· Ensure consistent delivery of policy application and quality assurance of all HR services, resources, and tools

· Review, update, and apply employee handbook, policies, procedures consistently across staff and partners; ensure compliance with applicable federal, state and local labor laws, rules and regulations

· Provide coaching, guidance, and conflict management resolution to staff and managers

· Support racial equity and Diversity, Equity and Inclusion initiatives as well as staff retreats

· Ensure managers adhere to Tides Advocacy’s best practices and negotiated terms for preparing and processing new hires, employee changes, and other related items

· Research and provide recommendations in areas such as compensation, performance management, employee relations, and professional development

· Provide individual and organizational coaching and consulting to senior management

· Provides new employees with Tides on-boarding materials

· Drive key performance management programs, develop critical competencies and leadership capabilities and review talent planning

· Oversee the recruitment process which includes managing leadership expectations, staffing models, potential talent development, negotiating appropriate offer packages internally and engaging internal candidates in career discussions

· Implement and administer HR policies and practices that are aligned with the annual workplan/ theory of change, negotiated union terms, and in compliance with all federal, state, local and international laws

· Serves as liaison with outside legal counsel on HR related legal issues and represent Tides at regulatory agency hearings.

· Develop and conduct HR training for Tides Advocacy partners, including orientation and skills training

· Provide partners with clients to develop accurate job descriptions in compliance with FLSA regulations and best practices; provides guidance on job classifications

· Partner with Managers and Tides HR team to develop solutions as it relates to employee relation issues and client satisfaction

· Conducts investigations and researches employee complaints for Tides Advocacy partners

· Pro-actively conducts periodic on-site HR visits to partner sites to assess needs and future goals

Special Projects (20%)

· Lead expansion of consultative and capacity building services to Tides Advocacy partners and external clients

· Develop and provide organizational development and coaching services to Tides Advocacy partners and external clients as needed

· Support compensation and pay equity studies with external vendors

· Support the upgrade and roll out of a new Human Resources Information System

· Manage project related HR Initiatives and performs other duties and projects as assigned by Chief Executive Officer

· Substantial experience with Salesforce and ADP Workforce Now software a plus

· Proficiency with MS Office suite of products

· Ability to communicate effectively and efficiently in person, by phone and via email

· Experience with rapid and complex changing work environments

· Strong coaching and mentoring skills; ability to navigate complex employee and union relations matters with tact and confidence

· Demonstrable expertise in providing unparalleled customer service

· Ability to interface successfully at all levels of the organization

· Excellent critical thinker able to make solid judgments, decisions and solve problems

· Understanding of local, multi-state and federal employment regulations, laws and best practices

· Strong project management skills with the ability to balance competing demands and satisfy conflicting needs with tact and diplomacy

· Strong experience using payroll and human resources software

· Strong organizational and tracking skills required

· Ability and willingness to travel occasionally to local client sites and also on infrequent long-distance business trips

Education and Experience:

· Undergraduate degree in Human Resources or related field; advanced degree preferred

· Prior experience with several aspects of the human resources function including staffing, benefits, compensation, policy & procedures and employee & labor relations.

· 5+ years of HR Generalist and/or HR business partner experience

· PHR or SPHR certification preferred, but not required
