Youth Policy Institute (YPI) transforms Los Angeles neighborhoods using a holistic approach to reduce poverty by ensuring families have access to high quality schools, wrap-around education and technology services, enabling a successful transition from cradle to college and career. Since 2001, YPI has accomplished this by serving families in Los Angeles at 125 sites throughout the city. YPI has an annual budget of $41 million (including affiliated charter schools) and offers families education and training resources in the areas of afterschool, job training, early childhood education, physical education, adult literacy and ESL, computer literacy, charter schools, and college preparation. YPI also supports efforts to boost the capacity and effectiveness of small grassroots nonprofits that provide essential services for youth. Each year, YPI helps more than 100,000 youth and adults each year through these programs.

The Human Resources Manager will support the Director of Human Resources and be an ambassador of the Youth Policy Institute and its team members.  The Human Resources Manager is responsible for carrying out several tasks in the Human Resources department.  Responsible for functions such as assist with training Managers on Workers Compensation, FMLA and disciplinary Action, maintains employee records, handle employee relations issues, workers compensation, process FMLA leaves and assist with policies and procedures. The Human Resources Manager will be heavily involved with 401K administration. The Human Resources Manager will work under the supervision of the Director of Human Resources and will work directly with current HR Manager in all HR functions.

Responsibilities include:

  • Assist with development of HR policies and procedures following industry best practices, ensuring consistent application of policies across the organization
  • Overseeing the 401K employee eligibility tracking process
  • Handle employee relations issues; assist in conducting investigations
  • Staff training and professional development
  • Responds to questions and issues from Senior Staff related to Human Resources policies and employment laws
  • Coordinates required trainings for all YPI staff, including training for managers in HR practices such as performance reviews, workers compensation, disciplinary action and terminations
  • Support with revision of policies and procedures when needed
  • Support with revision of Employee Handbook when needed
  • Advises Senior Staff and Managers in appropriate resolution of employee relations issues
  • Conducts exit interviews and prepares employee separation notices and related documentation
  • Maintains Human Resource Information System (HRIS) records and compiles reports from these information sources as requested (i.e., EEO-1 reports)
  • Maintains compliance with federal and state employment regulations
  • Assist auditors with requested personnel documents
  • Provide guidance to managers and supervisors regarding policies and procedures of the organization (i.e., hiring, safety, evaluations, etc)
  • Manage performance and disciplinary matters
  • Consult with managers and supervisors regarding various performance issues such as absenteeism, changes in work settings, turnover, etc.
  • Manage leaves of absence and advise employees requesting leaves (i.e., FMLA, PDL, CFRA, etc)
  • Conduct FMLA meetings, provide paperwork and guidance for leaves
  • Work with payroll to resolve discrepancies
  • Maintain accuracy and confidentiality of personnel records, payroll records, personnel-related correspondence, conversations, and any other issues.
  • Address employee relations issues; conduct workplace investigations and/or assist fellow HR staff in conducting them (i.e., harassment allegations, work complaints, other employee concerns)
  • Ensure all required workplace postings are current and displayed in visible location at all YPI offices
  • Responsible for processing all workers compensation claims

Qualifications:

  • BA/BS or equivalent required; PHR or SPHR certification preferred.  Extensive field experience may substitute for degree
  • At least 5 years of professional work experience in all areas of Human Resources, including payroll, recruitment, employee relations, benefits administration, and HR Information Systems
  • Expensive field experience supporting large number of employees, 1,000 and over.
  • Expert knowledge of state and federal employment laws, wage and salary rules and regulations
  • Expert knowledge of 401K administration
  • Demonstrated ability to function exceptionally in rapidly growing and fast-paced work environment; ability to multi-task while prioritizing important issues
  • Strong attention to detail, organizational ability, and commitment to a high quality and timely work product is a must
  • Ability to work independently as well as part of team
  • Excellent interpersonal and communication skills
  • An ability to develop policies and strategies for assisting, attracting and retaining talented personnel
  • Strong professional ethics and a sensitivity to maintaining confidentiality
  • Prior work experience with a non-profit organization (preferred)
  • PC proficiency and established skills in Microsoft Excel and Word

Monday through Friday 9:00 a.m. to 5:30 p.m.  Occasional evenings and/or Saturdays may be required.
