New Virginia Majority (NVM) is Virginia’s leading civic engagement organization mobilizing and organizing thousands of voters and residents across the state. Our year-round approach to organizing involves mass scale voter outreach, linked to ongoing community organizing campaigns and intensive leadership development.  NVM is currently expanding its team. We are seeking conscious and skilled individuals with a deep commitment to social change.

 

The Human Resources Manager is responsible for the implementation of New Virginia Majority’s human resources processes, providing administrative support, and streamlining administrative procedures. This position reports to the Chief of Operations.

The Human Resources Manager is a strategic leader that works in support of New Virginia Majority’s mission. This position contributes to the alignment of the vision and strategic goals of the organization that position it to serve a diverse and inclusive workforce. The Human Resources Manager serves as a trusted advisor to all levels of the organization. This position oversees and is accountable for all the foundational elements of human resources including, but not limited to: recruitment, onboarding, and retention; benefits and compensation; training and development; employee relations; separations; creation, implementation, and communication of personnel policies; maintenance of personnel records; compliance with all human resources/labor and government regulations; compliance with all grant requirements; to include credentialing and privileging of providers; and other activities necessary for maintaining an effective and efficient human resources operation.

 Organization responsibilities include:

  • Researches, develops, and implements organization-wide human resources policies and procedures; seek input from across the organization to achieve buy-in and ensure equity;
  • Effectively communicates personnel policy changes to all staff, periodically train staff on HR policy;
  • Annually reviews personnel policies, procedures, and practices for accuracy and compliance with applicable law;
  • Establishes and maintains department records and reports;
  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Consults legal counsel as appropriate and/or as directed by the Co-Executive Director to ensure compliance with federal and state laws; and
  • Follows proper procedures to ensure compliance when documenting and handling worker’s compensation matters.

 

Benefits & Compensation

  • Manages benefits open enrollment, from obtaining and analyzing vendor quotes to processing participant elections;
  • Creates and manages annual benefits and fringe benefits budget guides, administering benefits plans, online system maintenance, communication, reporting and bill reconciliation;
  • Oversees FMLA leave
  • Explains employee benefits by conducting meetings, preparing written and graphic announcements and explanations, and responding to requests;
  • Ensures appropriate documentation for termination of benefits is sent.
  • Coordinates Employee Training & Staff Development program in collaboration with Chief Operating Officer.
  • Effectively relays appropriate compensation information and advice regarding salaries, employee reviews, and all other compensation related areas;
  • Develops and assists managers in the updates of job descriptions;
  • Assists the leadership team in the annual review, preparation and administration of organization overall compensation program; and
  • Implements performance-based compensation strategy within the parameters defined by the Leadership Team.

 

Staffing

  • Oversees all internal recruiting initiatives and implements recruiting strategies for identifying, attracting, and retaining the best talent;
  • Oversees all employment offer letters for signing, coordinating with COO and Department Supervisor for salary negotiations when necessary;
  • Plans and coordinates annual events to boost employee morale, including a staff retreat and holiday party;
  • Ensures annual performance evaluations are conducted for all staff;
  • Develops structure for employee professional development planning, management leadership capacity building, and ongoing succession planning; and
  • Prepares employee separation notices and related documentation, conducts exit interviews, and analyzes turnover.

 

Employee Relations

  • Provides consultation and resolution support on internal employee relations issues, including terminations, progressive discipline, internal investigations, etc.;
  • Provides guidance and support to field management; and
  • Coaches and counsel’s management and employees on human resource policies, procedures, and laws to insure consistency and minimum exposure to liability.

 

Department Supervision

  • Maintains and continually improves the use of HRIS online software;
  • Provides supervision to direct reports;
  • Reviews and approves timesheets and leave requests;
  • Conducts performance evaluations of staff after the prohibition period and on a yearly basis; and
  • Meets regularly with supervisor to report and review work plan.

 

Salary and Benefits:
This position is Full-Time with a minimum of 40 hours per week and is based in our Virginia Beach, Virginia office. Salary is dependent on experience. New Virginia Majority provides excellent benefits, including health, vision, and dental for full-time employees working a minimum of 40 hours per week.

 

Requirements

Required Experience and Skills:

  • Bachelor’s degree in human resources or equivalent experience.
  • Two to three years of administrative work in a Human Resources office setting is preferred.
  • Strong writing skills and ability to prioritize assignments.
  • Ability to effectively communicate, both written and spoken, with tact and diplomacy
  • Ability to work well independently or within a team in a fast-paced environment.
  • Ability to multitask and work well under tight deadlines.
  • Knowledgeable of Microsoft Office Suite.
  • Highly developed interpersonal skills to handle sensitive and confidential situations and documentation.
  • Strong commitment to cultivating a diverse and inclusive work environment; highly culturally competent with a strong ability to interact effectively with people of different cultures, socio-economic backgrounds, and sexual orientations; and Strong ethical compass.

Preferred Additional Experience:

  • Familiarity with 501c3 and 501c4 non-profit management
  • Prior knowledge and experience working in Virginia
  • Fluency or proficiency in other languages (Spanish a plus)
