The mission of Jesuit Refugee Service/USA (JRS/USA) is to accompany, serve, and advocate for refugees and forcibly displaced persons. JRS works in more than 58 countries worldwide to meet the educational, health, psycho-social, and emergency needs of nearly 750,000 refugees and other forcibly displaced persons regardless of race, ethnic origin, or religious beliefs.

Job Description

The Grants and Compliance Coordinator is a member of the Programs Department and reports to the Senior Grants and Compliance Specialist. The Grants and Compliance Coordinator supports the management of U.S. Government awards across overseas JRS regions supporting refugees and displaced people. He/she/they work closely with other members of the Programs Department and the Finance Department to ensure that awards are managed and implemented according to U.S. Government requirements.

Responsibilities

  • . Review quarterly financial reports for U.S. Government awards according to donor compliance policies and communicate with the country and regional offices if there are any discrepancies.
  • · Coordinate with Program Officers to ensure harmonization between financial and program narrative reports.
  • · Ensure finance reports are reviewed and submitted quarterly through SAMS Domestic on time.
  • · Ensure the inventory and VAT reports are submitted through SAMS Domestic on time.
  • · Ensure the quarterly report and other reporting templates are updated and shared with the country and regional offices.
  • . Work with Program and Finance teams to develop and implement processes to ensure grant compliance in line with budget and donor guidelines. ·
  • . Request and review supporting documentation (samples) to ensure the country offices follow donor policies.
  • · Follow up with country office procurement staff for significant procurement progress such as construction, vehicles, generators, etc.
  • · Prepare cash advance templates and request cash advances from the Finance Department quarterly or as needed.
  • · Work closely with the Finance Department to reconcile the country and regional offices' cash against the total funding.
  • · Review budget revisions and work closely with the program and finance staff to submit required documents and ensure timely donor approval.
  • · Review U.S. Government grant proposal budgets and budget narratives against the proposal narratives.
  • . Maintain and coordinate the documentation of grant agreements and contracts in collaboration with other staff members.
  • · Conduct Grants and Compliance training when necessary.
  • · Travel to the country or regional offices to perform in-person compliance reviews, ensure donor rules and regulations are followed when implementing project activities, provide recommendations and action plans for improvement, and provide training to local staff on grant or compliance requirements
  • . Ensure program compliance with internal and donor-mandated requirements, assist in the monitoring of grants and programs funded through US institutional, and promote a culture of compliance and ethics throughout the organization.
  • . Identify potential areas of compliance vulnerability and risk, develop corrective action plans for resolution of issues, and provide guidance on how to avoid or handle similar situations in the future.
  • . Remain informed of any changes or updates to US Government and other institutional donor regulations and communicate these changes to affected offices.
  • . Provide compliance-related guidance in the exploration of new funding opportunities.
  • · Perform other tasks as assigned by the Senior Grants and Compliance Specialist as needed

Qualifications:

  • Bachelor’s degree in international relations, Business Management (Administration), Economics, Accounting, Finance, and other related fields.
  • Minimum of three years of experience in the nonprofit industry, preferably related to emergency relief, international development, or with a non-governmental organization or donor agency.
  • Solid knowledge of, and experience working with, institutional donors, including during the contracting and award management process, or willingness to learn. Experience with U.S. Department of State or USAID strongly preferred.
  • Knowledge of U.S. Government grant management regulations and policies.
  • Knowledge of contract management and procurement.
  • Ability to communicate and develop key working relationships remotely with international colleagues in a diverse, multi-cultural environment.
  • Excellent interpersonal skills and ability to work in a team environment.
  • Excellent computer skills, including Word, Excel, SharePoint, Teams, email, and other programs.
  • Excellent communications skills (oral and written) in English, including editing and writing.
  • Proficiency in French or Spanish is preferred.
  • Authorized to work in U.S. required.
