Position Overview
Do you want to work alongside mothers and families, repairing relationships and healing from systems of oppression? Are you committed to confronting systemic inequities to ensure that incarcerated mothers and their families receive support? The Family Resource Center serves 100+ incarcerated mothers and 250+ children each month, connecting them to school communications, housing and caregiver supports, court and DHS appointments, providing emotional support, and meeting other emergent needs. In this role, you will be on a mission to lower barriers experienced during incarceration, work alongside mothers as they parent from prison and prepare for the future, connect with caregivers and whole family systems, and strengthen the bonds between mothers and their children.

Key responsibilities & Deliverables/outcomes
Family Support & Well Being
• Coordinate the recruitment, enrollment, and ongoing support to incarcerated mothers on the minimum-security side, who have
children under 21 years old, seeking assistance from the Family Resource Center; conduct intake assessments for incarcerated mothers seeking support.
• Support mothers in maintaining contact with their children, children’s caregivers, and professionals working with their families through multiple systems.
• Work with the FRC Manager to identify and reduce barriers to contact and visitation between the incarcerated mother and her children.
• Coordinate the delivery of information and assistance to incarcerated mothers seeking support.
• Provide support to parent education groups for incarcerated mothers.
• Provide ongoing case management for FRC program participants.
• Support mothers in resolving emergent issues pertaining to their children’s well-being, such as housing, medical benefits, child support, and schooling.
• Assist in producing regular needs assessments of the service population to deliver responsive and relevant services to incarcerated mothers.
• Coordinate Adults in Custody to serve as program supports (clerks) and graduate level student interns.
• Work with Parent Mentors/Peer Support Specialists to support reentry services.

Systems Navigation
• Assist incarcerated mothers in navigating the DHS Child Welfare system including supporting regular contact with attorneys, case workers and other service providers.
• Support incarcerated mothers in working with the professionals in their children’s lives including teachers, parole officers, mental health providers, coaches, etc.
• Identify and make cross-departmental referral within the YWCA as applicable.

Participatory Teamwork & Responsible Representation
• Engage consistently in anti-racism practices and approaches with internal and external work based on a deep understanding of historical and present-day structural racism.
• Uphold YWCA of Greater Portland’s mission, vision, and values by acting with integrity, accountability, and responsibility toward community-based projects, fellow employees, volunteers, donors, and everyone the organization engages with.

● Brings an intersectional lens to the work that focuses on lived experience, resiliency, and opportunities for calling in and deeper learning.

Knowledge, Skills, and Experience
• Bachelor’s Degree or higher in Psychology, Counseling, Social Work, Public Policy, Public Health or a related field. Experience performing the duties of this job may substitute for the degree requirement if the candidate is otherwise fully qualified.
• Advanced mental health training background preferred.
• Three years’ experience providing direct services to systems-impacted women and children.
• Demonstrated ability to work within the criminal justice system at the local, state, and federal level with emotional intelligence, professional boundary-setting, and strong self-care practices.
• Knowledge of a variety of family related topics including best practices in Early Childhood Education, advocacy methods and resources for women and children, current and emerging mental health and counseling issues, dynamics of domestic/interpersonal violence and how they might manifest in various contexts, Child Welfare System laws, policies, and practice, and family law topics (e.g. custody, parenting time, etc.).
• Strong knowledge of family and parenting programs available in various communities throughout Oregon and able to research and locate community resources throughout the State of Oregon and nationally.
• Skilled in program development, implementation, and evaluation with the ability to implement program decisions and policies from a lens of equity and social justice.
• Experience defining and conducting participant-centered, trauma informed case management for at risk populations and management of multiple caseloads.
• Experience conducting needs assessments to determine the best resource and transition options for mothers and their families.
• Excellent problem solving and conflict management skills.
• Ability to work independently and as part of a team.
• Strong time management skills; able to keep commitments to program participants and staff team members.
• Excellent communication skills – verbal and written.
• Ability to self-transport to and from the facility in Wilsonville, OR. Position will entail transporting to multiple sites throughout Greater Portland Metro Area and occasionally beyond.
• Ability to work evenings and some weekends.
• Flexibility, empathy, and discernment are essential.

Job Conditions
● Work is performed primarily in a prison and requires in-person meetings with community-based partners and colleagues at various community locations. YWCA of Greater Portland is a primarily remote location, so additional work may be performed at home.
● Must be able to provide own transportation, travel is reimbursed.
● Laptop, phone, and other materials as needed will be supplied.
