About California Immigrant Policy Center

California Immigrant Policy Center (CIPC) seeks to uphold the humanity of immigrant communities in California by transforming systems to achieve racial, social, and economic justice. Founded in 1996 as California reeled from the aftermath of Proposition 187 and harsh federal copycats, CIPC is now a leading, statewide, constituent-based immigrant rights and civil rights organization with offices in Los Angeles, Sacramento, and Oakland.

Community organizing and policy work are core to CIPC’s theory of change. Key accomplishments for the Organizing and Policy team include tracking 56 bills in the state legislature and providing meaningful analysis including background information and budget considerations to members of the legislature and their staff. Equally significant is the training CIPC’s teams provide to the network of community-based organizations so that they may remain well informed about the activities in the statehouse and the process a bill undergoes to become an effective law.

Through its robust advocacy, CIPC has helped to raise, in the last five years, more than $500 million from the state budget to ensure that immigrants have the protections they need, and a state infrastructure exists to provide it. The organization also provides campaign and narrative support, capacity building, technical assistance, training, and education on immigrant issues.

CIPC hosts the largest civic engagement and advocacy day in Sacramento. At its largest, nearly 1,100 immigrant rights leaders and advocates, representing more than 75 organizations throughout the state, rally in May demanding courageous action from our state government to preserve and expand health and other social safety net programs, immigrant inclusion investments, and detention and deportation related justice.

Following a successful 2019 convening of over 100 organizations that resulted in a combined $65 million investment in immigration-related legal services and a pilot program, CIPC will continue to provide mental health assessments, wrap-around services, public service navigation, tax preparation, and other critical services to increase the capacity of the legal workforce in rural and hard-to-reach areas of California.

The Opportunity

CIPC is seeking an inspiring and mission-driven Executive Director who is passionate and committed to advancing immigrant rights as well as racial and social justice, working with a broad group of coalitions and collaborators. This is a unique opportunity to build on a legacy of high-impact advocacy, working at the forefront of challenges facing our current immigration system in California.

Reporting to the Board of Directors, the Executive Director will have oversight of a $4.5M budget and 26 staff. This leader will be responsible for CIPC’s consistent achievement of its mission, policy agenda, outcomes, administration, and financial objectives. Leading across CIPC’s three core focus areas of policy, organizing, and communications, the Executive Director will lead the organization’s relentless pursuit of policy strategies to enhance its mission, and will lead the visioning and strategic planning for CIPC’s policy work, projects, and campaigns.

With an understanding of the immigrant rights policy in California, the Executive Director will effectively lead CIPC’s work within the State Capital with an eye toward connecting state policy to federal-level efforts. With a keen understanding of issues related to the triggers of global migration and the diversity of new immigrants that California is currently experiencing, the Executive Director will maintain a pulse on relevant issues in the fight for racial and social justice in California locally and how they connect to reform efforts nationally.

As a visible leader in immigrant rights action across California, the Executive Director will ensure CIPC remains agile and responsive to changes in the dynamic landscape of immigration reform. Continuing to enhance and build a strong organizational culture, infrastructure, processes, and systems to support programs and services in multiple locations, the Executive Director will directly engage in building out the structure for CIPC’s 501(c) (4) entity. Acting as the ambassador and shepherd of CIPC’s organizational culture, the Executive Director will work in collaboration with a passionate and dedicated staff, Board members, and coalition partners while building upon CIPC’s 27 years of impact.

Candidate Profile

The Executive Director will be a visionary and galvanizing leader with a significant track record of success as a coalition builder, people manager, and policy advocate. This motivated and forward-thinking individual will have a demonstrable track record of developing successful policy and advocacy positions that drive, influence, and promote policy change.

The successful candidate will have significant leadership experience in the nonprofit or government sectors with progressive responsibility, oversight, and management. Previous leadership experience in a policymaking, legislative setting, or advocacy role is desirable. This leader will demonstrate the ability to set strategic priorities, manage a team, and build statewide and regional relationships that advance CIPC’s mission. Ideally, this individual will bring experience managing an organization of comparable size and complexity and will be bilingual in written and spoken Spanish. Knowledge and experience of providing leadership for a 501(c)(4) will be highly beneficial.

With an authentic belief in CIPC’s mission and a strong connection to the organization’s vision for racial equity and social justice, this leader will bring an intersectional lens to the work to be able to articulate how immigrant justice intersects with social justice, racial justice, climate change, and other related issues. The Executive Director will bring experience partnering and empowering BIPOC, LGBTQ+, individuals with disabilities, and other underserved communities and will embody empathy and kindness and a social justice mindset to understand and respond to systems of oppression and issues of equity. The Executive Director will be a person of unquestioned integrity with a deep commitment to advancing and operationalizing diversity, equity, and inclusion.

Strategic and Visionary Leadership

The Executive Director will be a strategic and visionary leader who can articulate a bold but achievable vision and execute a clear strategic plan. This leader will build a culture of inclusive decision making that centers community, staff, and Board members to develop a cohesive vision for CIPC. To be successful, the Executive Director will bring a high degree of emotional intelligence and cultural humility to build consensus and lead with purpose. The Executive Director must also be committed to making decisions with long-term strategic impact. This individual will work closely with the Board to lead the organization towards clear goals and greater impact. The Executive Director will bring a fresh perspective and creative energy to the work, identifying and implementing clear, action-oriented strategies that anticipate CIPC’s future challenges while responding to current needs and opportunities.

In addition, the Executive Director will be a flexible and accessible leader with a learning mindset to respond to changes in the dynamic landscape of immigrant rights. This leader will embrace CIPC’s culture and will mentor and empower the team and build a culture of transparency, trust, collaboration, and accountability.

Excellent Relationship & Coalition Building Skills

The Executive Director will be a strong and natural relationship and coalition-builder, skilled at influencing and achieving impact across the state of California and nationally. They will successfully navigate and maneuver between different audiences, providing guidance to move through conflict. This leader will connect, build bridges, and sustain excellent relationships with existing and potential coalition partners, grassroots organizers, legislators, government officials, community members, academic/research institutions, volunteers, and other key constituents to help further CIPC’s mission. This skilled and inclusive leader will work effectively across various sectors to achieve results including legal, health, and social services, through a model of collaboration and partnership. Internally, this approachable leader will promote open dialogue with the staff and Board to identify opportunities and encourage the adoption of best practices. The Executive Director will have excellent listening skills and will build authentic relationships with all key constituents.

Fundraising Expertise

The Executive Director will have proven experience and a track record of success in fundraising and will engage regularly with all CIPC’s key constituents. This leader will build strong relationships with both current and new donors, including members of the Board. The Executive Director will actively promote CIPC to individual donors, foundations, and other potential funders. They will be responsible for establishing a sustainable fundraising strategy to develop new revenue streams and sources of financial support. Lastly, the Executive Director will partner with the Board and Development staff to ensure the identification and development of new funding streams, with a particular eye to major donor giving and events, that can help secure additional funding to sustain and enhance CIPC’s programs.

External Relations, Policy & Advocacy

The Executive Director will be a highly effective spokesperson with the ability to articulate clearly and concisely on relevant topics. Possessing a commanding and inspiring public presence, this adept spokesperson will ensure that CIPC remains a highly valued, credible, and visible organization. This leader will be comfortable working with legislators, elected officials, coalition partners, grassroots organizations, community members and the media, and will possess the ability to move seamlessly between differing spaces and audiences. The Executive Director will value and establish clear, consistent, and transparent communication.

This individual will bring a track record and history of success navigating local, statewide, and federal policy and advocacy with an understanding of the needs and specific challenges and root causes of migration. Specifically, the Executive Director will bring expertise in immigrant rights at the policy level in California and an understanding of immigration movement dynamics, transnational organizing, power building, and the coalition landscape in California.

Change Management & Operational Expertise

The Executive Director will be highly organized with strong management and organizational development skills as well as the ability to create a strategy and plan for leveraging resources. This leader will model and implement best practices in nonprofit management and will ensure that the day-to-day operations are streamlined and in alignment with CIPC’s mission and strategic goals.

This energetic leader will effectively direct change management initiatives, leveraging a collaborative and deep listening approach. The Executive Director will set clear expectations, delegate effectively, listen actively, seek input, and empower staff to realize their full potential. Additionally, this leader will ensure that strategies are in place to promote the recruitment and retention of a diverse staff, professional development opportunities, and employee wellness.

Compensation & Benefits

Salary is competitive and commensurate with experience. The salary range for this role is $160,00 - $190,000 with a generous benefits package.
