Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to those experiencing persistent economic hardship in the Adams Morgan and Columbia Heights neighborhoods of Washington D.C. Jubilee operates ten properties totaling 299 units of affordable housing and offers robust programming for residents and community members pursuing life goals.

Jubilee Housing is an innovator in financing for affordable housing and a responsible steward of the investments it receives. Jubilee produces not simply affordable housing, but justice housing. Justice Housing is affordable to those with few financial assets, located in neighborhoods where resources such as good schools, grocery stores, and public transportation are readily accessible and near services that support residents as they pursue educational and career attainment. POSITION DESCRITPION:

The Director of Research, Impact and Evaluation provides organizational leadership to develop and maintain an effective monitoring and evaluation system throughout Jubilee Housing. The Director will oversee the design and maintenance of Jubilee Housing’s performance management systems, all data collection, and all internal evaluation efforts. They ensure that the information and analysis needs of various departments and programs, senior management, and donors are met effectively by measuring the effectiveness and impact of all programs. They promote the value of data collection and learning through evaluation to improve programming and communicate Jubilee Housing’s successes and impact to the broader community as well as critical stakeholder audiences.

 

REPORTING & WORKING RELATIONSHIPS:

The Director of Research, Impact, and Evaluation reports to the COO and works in close coordination with the Vice President of Programs, program directors and managers as well as Jubilee Housing front line staff.

 

ESSENTIAL JOB FUNCTIONS:
Monitoring & Evaluation Framework and Implementation:

  • Lead, implement, and maintain monitoring and evaluation systems that allow accurate, reliable information collection and reporting, linking theories of change and logic models, to program monitoring and evaluation.
  • Ensure timely monitoring and measurement of programs; Utilize results in planning, assessing impact, and reporting on progress.
  • Design or modify specific data collection instruments for Jubilee Housing programs as needed such as pre/post-tests, surveys, and assessments.
  • Analyze collected output and outcome data and assist in preparation of reports for internal use and external distribution summarizing analyzed results.
  • Coordinate and support development and use of property performance, operational performance, and other organizational performance measurement systems.

Data Management:

  • Lead design and implementation of data management system including liaising with system provider and coordinating with staff to ensure system accurately reflects programming needs to capture performance measurement. Ensures that system allows accurate, reliable information collection and reporting.
  • Maintains data management systems including regular data quality checks, report generation, problem solving for front line staff, and liaising with program providers and consultants.
  • Serve as liaison to Platform of Hope and other services partners when data sharing is involved.

Capacity Building:

  • Work with program directors and front line staff to promote culture of data collection and learning.
  • Build capacity of the project directors and front line staff through training and technical assistance for accurate data collection and reporting including training staff on data management system and Monitoring and Evaluation tools.
  • Provide technical guidance and support to ensure program performance is systematically monitored and data for key indicators are collected, analyzed and reported.

Supporting Institutional Advancement and Programming:

  • Work closely with Jubilee Housing’s Institutional Advancement team to provide outcome information for proposal writing; Author text for outcomes, evaluation plans and logic models.
  • Broad consulting with use of database information for strategic planning, internal and external communications, and advocacy efforts.
  • Work closely with the Vice President of Programs and Program Directors to support program planning and work plans with an emphasis on learning from monitoring and evaluation results.

Other:

  • Participate in the organization’s strategic plan execution process.
  • Act a as liaison between Jubilee Housing and external evaluation projects and organizations.
  • Remain up to date on best practices and data driven approaches for monitoring and evaluation or Jubilee’s work, sharing these practices with staff.
  • Participate in special projects and performs additional tasks assigned.

 

DESIRED QUALIFICATIONS:

The ideal candidate must have strong people and systems management skills, the ability to maintain confidentiality, have a diplomatic attitude, and have a strong interest and appreciation for Jubilee Housing’s programs and culture.

  • Master’s degree in related field required
  • 4+ years of experience in a NGO or CBO setting
  • Experience in program design and M&E plan development
  • Ability to design M&E tools, surveys, surveillance systems, and evaluations
  • Strategic thinker who is also hands-on, independent and detail-oriented.
  • Demonstrated ability to train and build capacity of others
  • Proven ability to facilitate working groups and meetings
  • Excellent interpersonal, written and verbal communication skills
  • Strong computer skills (Word, PowerPoint and Excel) and experience with data management systems and reporting
  • Ability to interact diplomatically with all levels of the organization, community and outside vendors
  • Ability to motivate others to achieve goals and objectives
  • Comfortable working in a faith-based organization with a spiritually grounded workplace
  • Strong support of the Jubilee Housing mission

 

SALARY:
$75,000 - $85,000 annually; commensurate with experience
