The Medicaid Institute has been at the forefront of numerous high-profile initiatives over the past few years including DSRIP Promising Practices included in New York’s Medicaid waiver renewal efforts, the First 1,000 Days on Medicaid Initiative, and Children’s Value-Based Payment reforms.

 

This job posting is for a dynamic Director, Medicaid Institute to work closely with the Senior Vice President for Policy and Program. The chosen candidate will manage a more than $1 million annual budget and will coordinate with internal and external partners to develop and deliver analysis and programming focused on strengthening and improving New York’s Medicaid program.

 

JOB SUMMARY:   The Medicaid Institute Director leads a team of research and policy staff in analysis, convening, and policy development, partnering with the New York State Department of Health and other stakeholders to improve the State’s more than $70 billion annual Medicaid program serving over 6 million New Yorkers. The Director: leads program strategy, analysis, budgeting and reporting; directs specific projects; represents UHF at external meetings; authors analytic reports; develops and maintains in-house Medicaid and related budget policy expertise; develops and maintains relationships with State officials and other Medicaid stakeholders; tracks policy changes and considers implications and impacts; contributes to planning high-level invitational meetings; manages work of consultants and research staff; conducts statistical programming and claims data analysis; engages in strategic planning, collaboration, and fostering core values across UHF, especially health equity.

 

JOB DUTIES

 

  1. Direct research staff in the development of deliverables (reports, briefs, etc.), independently directing individual projects from conceptualization to design and dissemination.
  2. Manage and implement program strategy development, outside funding development, and reporting to funders.
  3. Author analytic reports on Medicaid policy, financing, and service delivery for publication. Use both qualitative and quantitative research methods to develop the analytic reports.
  4. Develop and maintain in-house expertise on Medicaid policy, financing, and service delivery in New York, among other issues. Keep current in the literature on broad and dynamic components of the health policy landscape. Synthesize research and prepare summaries for UHF leadership.

 

  1. Track and analyze state and federal Medicaid policy and related health policy changes, as well as shifts in care management frameworks and service delivery models. Consider the implications of these changes for beneficiaries, providers, health plans, local governments, and the State budget. Assess the potential impacts on Medicaid spending, and on health equity, specifically access to services and quality of care and health outcomes.

 

  1. Conceptualize and develop scopes of work leading to publication and presentations. Contribute to planning invitational roundtable meetings and public conferences, including preparing agendas, contacting and screening potential speakers, and delivering presentations.

 

  1. Manage analytic work and review draft publications conducted for UHF by outside contractors.

 

  1. Manage and mentor research staff.

 

  1. Oversee statistical analysis of Medicaid claims and other large datasets, including using the Salient Interactive Miner system.

 

  1. Represent the organization externally on specific policy issues through participation in and attendance at relevant meetings, learning collaboratives, and conferences.

 

  1. Work with Directors, senior leadership, and other staff to engage in strategic planning for UHF initiatives, identify opportunities for collaboration and knowledge-sharing across project areas and divisions, and foster UHF’s core values.

 

EMPLOYMENT STANDARDS

Education/Experience Required: Master’s degree preferred in public policy, public administration, economics, public health, or related discipline. Ten years of related work experience, including project management and junior staff management. Detailed knowledge of Medicaid required, specific knowledge of New York’s Medicaid program, service delivery system, and policy landscape preferred. Direct experience as a Medicaid beneficiary, working in New York Medicaid, a Medicaid health plan, or in a Medicaid analytic role may substitute for preferred education level. Additional job experience/lived experience could substitute for an advance degree.

 

Knowledge and Skills: Excellent analytic, writing, and quantitative skills. Strong verbal communication skills, interpersonal and teamwork skills, and ability to work independently. Strong PC skills and competency in statistical programs (e.g., SAS, SPSS), familiarity with Medicaid claims data (preferably using New York State’s Salient Interactive Miner).
