The Client

Founded in 2001, the Bronx Parent Housing Network (BPHN) provides emergency and supportive housing to individuals and families in the Bronx and Queens. BPHN operates 13 shelters providing emergency housing to 2,000 clients. Additionally, the agency serves about 3,400 clients through its food pantries, case management, workforce development, and health homes programs.

The populations accessing BPHN’s programs and services include individuals and families who are experiencing homelessness, living with HIV/AIDS, formerly incarcerated, substance users, domestic/interpersonal violence survivors, LGBTQ+ identified, and members of other marginalized groups.

Headquartered in the Morrisania neighborhood in the Bronx, BPHN is governed by a five-person Board of Directors and operates with an $85 million budget and a 240-person staff.

Mission

BPHN is committed to making a difference in solving the housing problem in New York City by transforming lives and creating holistic paths to employment so that individuals and families can secure safe, clean, affordable and permanent housing.

The Opportunity

In February of 2021, BPHN’s then-President and CEO was terminated in the wake of allegations of various forms of misconduct. Over the last year, interim leadership has worked to strengthen and stabilize BPHN. All terms of the corrective and remedial actions set forth by the New York City Department of Social Services (DSS) have been met and the New York City Department of Investigation is concluding its work. The annual audit was completed without findings. The current deficit of $600K, half of which is depreciation, will be offset by Q4 and the agency is projected to operate in the black next year. Employee policies have been updated and benefits have been expanded at reduced costs to the agency and its employees. More than 90 staff, including accomplished senior leaders, have been hired since August. The New York City Department of Homeless Services (DHS) has renewed existing contracts and the agency is seeking new ones.

This is an exceptional opportunity for a strategic and visionary leader to continue the transformation of a vital community-based organization that is providing critical services to vulnerable adults and families.

The Position

Reporting to a growing Board of Directors, the Chief Executive Officer (CEO) will build on a foundation of stability to address community needs and advance the agency’s mission. The new CEO is directly responsible for engaging community and institutional stakeholders and for securing funds to expand

programs and ensure the organization’s fiscal health. In partnership with the Board of Directors and Executive Leadership team, including the Chief Financial Officer, Chief Program Officer, Chief Administrative Officer and Chief of Staff, the CEO will finalize and realize a new strategic plan. Key responsibilities of the position include:

Fundraising and Fiscal Management 

  • Drive business development to create public-private partnerships and secure new contracts
  • Develop and execute a fundraising plan to create unrestricted revenue streams from corporate sponsors and events, including establishing an annual gala
  • Oversee the development of multi-year budgets and forecasts to support cash flow and sustain growth
  • Assess BPHN’s current leased property model, evaluate alternatives and, if warranted, implement changes

Strategy & Vision

  • Foster alignment around strategic goals, build collaborations to achieve outcomes, and ensure adequate systems, structures, and staff to actualize the strategic plan
  • Oversee the analysis of community assessment data to refine and expand programs and services
  • Ensure supportive services are adequate to advance BPHN’s mission to create holistic paths to employment so that individuals and families can secure permanent housing

Leadership

  • Lead by example to champion a culture of inclusion, transparency, collaboration, and accountability
  • Build trust within the community and among stakeholders through genuine and intentional focus on transforming the lives of BPHN’s clients
  • Recruit and develop a diverse governing board whose individual competencies can be leveraged to enhance the agency’s core programs and services

 

Communications and Community Engagement

  • Serve as the BPHN’s primary spokesperson representing the organization in public, in the media, and at events
  • Foster strong relationships with community stakeholders, civic organizations, corporations, and government and city agencies
  • Oversee rebranding, marketing, and communications efforts to effectively convey the organization’s reach and impact

Professional Requirements

BPHN is seeking a strategic leader with strong business acumen and resource development experience. The ideal candidate will understand the ways in which emergency housing and supportive services and programs are delivered in New York City. They will be an effective communicator comfortable building and maintaining trusted relationships with communities, government agencies, elected officials, and the private sector. The new CEO will have the following:

  • At least 20 years’ professional experience with a housing or social services provider, related government agency or relevant private sector entity. Prior CEO experience is ideal.
  • Experience developing and managing public-private partnerships.
  • Strong financial management skills including budget forecasting proficiency.
  • Experience creating unrestricted revenue streams including building corporate and event fundraising programs.
  • A track-record of success cultivating individual, institutional, and governmental funder relationships.
  • Experience overseeing government contract execution and compliance. Prior experience with NYC’s Department of Homeless Services is ideal.
  • Expertise developing and implementing strategic plans, including leading teams to advance organizational goals.
  • Prior experience working with a nonprofit board, including a demonstrable understanding of board development and governance.
  • Master’s degree required. M.PH. or M.B.A. is ideal. J.D. would be a significant value-add.
  • Bilingual English/Spanish preferred.

  • An adaptable, collaborative, and empathetic leadership style;
  • Strong relationship-building skills including the ability to work effectively within large city and governmental agencies;
  • Outstanding written and verbal communications skills, including persuasive and passionate personal engagement and public speaking ability;
  • Tenacity and bold optimism to address systemic inequities and find solutions for the growing and seemingly intractable problems of housing insecurity and homelessness.

Compensation

Our client is offering a competitive salary, commensurate with the personal experience and qualifications of the selected candidate. BPHN provides an extremely generous PTO policy, covers 91% of employees’ healthcare costs and offers dental, vision, and life insurance. 403b plan participants are immediately vested and receive a Safe Harbor match (up to 4%) as well as biannual 3% (of salary) retention contributions.
