Community Support Services Background

Community Support Services (CSS) is seeking a CEO to replace the longtime incumbent. This position will lead the organization, manage, and motivate staff, and ensure strong programming and financial standing and chart the course for the future.

The mission of CSS is to promote maximum independence, quality of life, personal growth, and health and safety for the individuals they serve.

Founded in 1978 by the Jasper County Sheltered Services Board to respond to the needs of children and adults with intellectual, cognitive, and other related developmental disabilities, CSS offers an array of supportive programs for children and adults with developmental disabilities, those with special health and medical needs, and in-home assistive services for individuals of all ages throughout the Southwest Missouri Area. CSS has an operating budget of eighteen million dollars and employs at least three hundred staff who support over sixteen hundred individuals with intellectual and developmental disabilities to live the most independent lives they can achieve.

CSS offers an array of services, including:

  • Behavioral Therapy
  • Behavioral Crisis Response
  • Case Management
  • Community Living Services
  • Early Learning Center
  • Early Childhood Services
  • Residential Services.

The city of Joplin and the surrounding areas offer a low cost of living, supportive communities, an outdoor lifestyle including parks, championship golf courses, and nearby lakes and state parks, and proximity to destination markets.

Professional and Personal Qualifications

Leadership

  • The President/CEO champions the mission and vision of CSS and leads in defining the vision, charts the direction and drives results of the organization.
  • Provides direction, leadership, and organizational structure toward the achievement of the agency’s philosophy, mission, strategy, and its goals.
  • The CEO leads the organization, stewards its resources, and provides accountability of CSS to its diverse constituents.
  • Responsible for the oversight and overall management and operations of Community Support Services of Missouri (CSS).
  • Builds the agency’s capacity in size and scope, positioning CSS as the provider of choice.
  • Enhances, maintains, and instills a culture of trust, credibility, high performance, and growth both internally at CSS and to the general community.
  • The CEO will maintain an empowered Executive Team that will implement the course of action for achieving CSS’s vision.
    • Selects and develops key executive staff, managers, and successors, assigning accountabilities, setting objectives, and establishing priorities, integrating corporate efforts, governance while ensuring compliance, providing resources, and assuring results.  o Ensures the Executive Team operates with excellence and continues to deliver high quality services that meet the needs of the individuals and community it serves.
  • Promotes best practices, policies, and procedures
  • Assures CSS continued accreditation in CARF
  • Assure program compliance with federal, state, local regulations, and CSS policies
  • The CEO is the agency’s primary public representative

Facilitates Board Administration and Support

  • Support the Board in fulfilling its governance function.
  • Works in partnership with the Board of Directors to ensure the organization fulfills its mission and creates strategies for future sustainability and success.

Establishes and Accomplishes Organization Objectives

  • The President/CEO champions the mission and vision of CSS and leads in defining the vision, charts the direction and drives results of the organization.
  • Implementation of strategic goals and objectives of the organization

Serves Individuals and Stakeholders

  • Establishes and maintains critical services, operations, and productivity criteria, maintaining technology, benchmarking best practices, understanding consumer need.
  • Commitment to quality services, evaluating results; providing resources and developing strategic partners.
  • Assure Individuals served are treated with respect and dignity and individuals served are able to exercise, or are assisted in exercising, all rights under the Constitution of the United States.
  • Assures continuous quality assurance activities for all CSS divisions, programs, and services.

Positive Image of the Organization

  • The CEO will be a highly visible member of the community, representing CSS regionally and statewide with funders, policy makers, media, and other key external stakeholders.
  • Solidifies the role and reputation of Community Support Services of Missouri as the leading disability provider in Southwest Missouri.
  • Build relationships with the media, government, and the public, building credibility with stakeholders.
  • Actively engage and energize the organization’s external stakeholders in partnership with the Board, to garner new opportunities for generating contributed revenue and strategic alliances.
  • Establishes and communicates a corporate value system, enforcing ethical business practices, complying with, and promoting the development of relevant laws and regulations.

Maintains Professional Knowledge

  • The CEO shall be knowledgeable of best practices, industry practices, funder requirements through ongoing educational opportunities including attending educational functions, professional journals, and publications, etc.
  • Develop and maintain professional relationships locally, statewide, and nationally through professional and trade organizations.

Experience and Training Qualifications

  • Undergraduate degree is required. A master’s degree in a human service area, business administration, or related degree preferred.
  • Affinity for the mission of caring for individuals with a developmental disability.
  • Knowledge of comprehensive services and supports for persons with developmental disabilities.
  • A seasoned nonprofit executive with 10 years of progressively responsible management and leadership experience.
  • A valid driver’s license, clear background screen and proof of current auto insurance.

Compensation

The projected compensation range for this position is $140,000 to $180,000. Compensation is supplemented by a strong benefits package including medical, dental, vision, life insurance, retirement, PTO, Flex and HAS, tuition reimbursement, 403b plan and sign on/referral bonus.
