Housing and Services, Inc. (HSI):

HSI is an NYS nonprofit developer and manager of supportive housing that has been delivering a lasting solution to homelessness for over 27 years. Since 1987, HSI has added over 2,000 units to NYC’s affordable housing stock that is home to special needs populations including very low-income seniors, the mentally ill, those struggling with substance use, people living with HIV/AIDS, youth aging out of foster care, veterans, and the co-diagnosed. HSI manages 614 units ongoing at our four housing programs: the Cecil, Narragansett, Kenmore Hall, and our Scatter Site Program.

Organizational Role:

We are seeking a dynamic and experienced Assistant Program Manager for a 325-unit permanent supportive housing program serving formerly chronically homeless, mentally ill, and other special needs single adults located in Manhattan’s Flatiron District. The Assistant Program Manager will help lead the social service team of ten, which includes social workers, case managers, a socialization director and computer lab assistant to assist this population in stabilizing their lives, improving their health and housing stability outcomes and advancing towards their individualized goals. The Assistant Program Manager works collaboratively with the Leasing/Rent and Entitlement staff, Facility Maintenance department, and Security/Front Desk team. The Assistant Program Manager reports to Kenmore’s Program Manager who oversees the facility’s social service department and ensures the overall quality of care delivered to Kenmore residents.

The ideal candidate will have an LMSW, demonstrated leadership skills and keen judgment essential for planning and accomplishing goals, working with multiple referral sources and funding requirements, and providing strong support to program staff. He or she will also have experience working with the chronically homeless population that has been impacted by mental illness, substance abuse, and chronic medical issues. The Assistant Program Manager will have very strong administrative skills and operational expertise. Knowledge of supportive housing is preferred. This position is exempt; Monday through Friday, 9-5 PM; on-call 24/7.

Key responsibilities:

  • Assistant Program Manager in the hiring, training, and supervising of the program team with a strong sense of accountability for achieving outcomes for residents and complying with funder regulations and requirements, including NYC’s Department of Homeless Services (DHS), HRA’s HIV AIDS Services Administration and (HASA), Housing Preservation and Development (HPD), the United States Department of Housing and Urban Development (HUD), and the United States Department of Veterans Affairs (VA).
  • Maintain a caseload of high-risk tenants, providing comprehensive assessment and case management services including supportive counseling, crisis management, entitlement support, relapse prevention, referrals and overall coordination of care; meet with assigned caseload no less than twice monthly, including one home visit to assess resident’s safety, compliance with housing standards and general habitability, as well as ADL skills and deficits.
  • Ensure all case records are accurate, comprehensive and up-to-date for all residents by conducting periodic chart reviews and other quality assurance reports together with the Clinical Director and other department team leads.
  • In collaboration with the Clinical Director, oversee the development, implementation, and ongoing delivery of program services, including support groups, community/tenant meetings, and activities and celebrations, to meet both the tenants’ and the community’s consistent and evolving needs.
  • Provide regular, ongoing supervision to Kenmore’s Socialization Director; assist in the tracking of his or her activities budget and their proper management of community volunteers and resources as well as the launching of a newly funded tenant job training program.
  • Conduct intakes of new referrals for the program, make recommendations to the Clinical Director regarding potential placements and assist with the move-in and program orientation process for new residents.
  • Assist with rent collection and ensure all staff members support housing stability through a proactive active approach to working with tenants around budgeting and money management.
  • Assess with the Clinical Director all serious incidents, report to DHS and HASA when required, and review the appropriateness of incident management with other departments as necessary.
  • Utilize data to ensure program goals are met and to address trends (both positive and challenging).
  • Provide monthly written reports to funders as assigned.
  • Develop linkages with community organizations to support the work of the program. Qualifications and Skills
  • Licensed Master Social Worker (LMSW) required.
  • Experience with electronic case management systems and demonstrated ability to utilize and review data to inform best practices in service provision.
  • Minimum of three years of supervisory experience.
  • At least three to five years of progressive experience in implementing a direct service program.
  • Experience working with chronically homeless, mentally ill single adults is preferred.
  • Knowledge of mental health, substance abuse, and chronic homelessness is preferred.
  • Ability to work well under pressure, including crisis situations, and be flexible with work schedule when necessary.

Pay: $75,000.00 - $82,000.00 per year
